GENERAL CONTRACTOR WITH CMc CAPABILITIES Richard H. Chambers Courthouse Repair & Alteration Project Pasadena, California SOURCES SOUGHT NOTICE THIS IS A SOURCES SOUGHT SYNOPSIS FOR CMc Contractors. This is not a request for offers, proposals, quotations or invitations for bids or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of the existing documentation the General Services Administration has, and if the documentation is sufficient for a CMc Contractor to provide a price for the project. The General Services Administration (GSA), Region 9, PBS is conducting a sources sought to seek input from general contractors with CMc experience to obtain information regarding GMP cost based on the availability of the following documents: (1) Feasibility Study; (2) Concept Study; (3) Seismic Study; (4) Outline Specifications; and (5) sheet index list of existing as-built drawings. Your responses to the information requested will assist the Government in determining whether a CMc project delivery method is feasible with the current available documents. Anticipated Procurement Requirements The Richard H. Chambers Courthouse (Chambers) in Pasadena has housed the Ninth District Court of Appeals (Court) since 1984 and currently has significant building system and infrastructure deficiencies. Chambers is located at 125 South Grand Avenue within the central business district and is in a residential area at the western edge of Pasadena, California. The building is protected under the National Register of Historic Places (ID #810000157). Chambers has undergone major renovations, alterations and upgrades over the years but continues to have a significant list of deficiencies that need to be corrected in order to function optimally, safely and securely. The Courts plan to temporarily vacate the building for a period of two years during the construction. The estimated price range for construction is between $50,000,000 - $100,000,000. The project delivery method is anticipated to be CMc (Construction Manager as Constructor) in accordance with Public Buildings Service (PBS) Construction Manager as Constructor (CMc) Guaranteed Maximum Price with Construction Contingency Allowance and Shared Savings, PBS CMc Class Deviation (2009), Clause (April 2012). The project is anticipated to be funded in FY22. Firms interested in this effort are requested to notify the Contracting Officer for a copy of the documents available beginning on November 18, 2019, provide a list of questions by December 12, 2019, and participate in an Industry Session on December 17, 2019. The purpose of the industry day is to provide feedback to the Government regarding the sufficiency of the existing documentation. If you are unable to attend the Industry Day, you may send comments in writing to the contracting officer prior to December 17, 2019. Those participating in the Industry Day will be required to have a picture ID to enter the building.
