The United States Army, through the Defense Logistics Agency Land at Aberdeen, is conducting a sources-sought market research effort to identify capable manufacturers and suppliers who can provide new Collimation Attachments for the TS-3895 field-test set used in night vision systems. This is not a solicitation or a commitment to award a contract; it is solely for planning and market research to determine if responsible sources exist and whether the acquisition can be competitive or set aside for small businesses. The Collimation Attachment is a critical component of the TS-3895, and while the Government possesses a limited technical data package containing only conceptual information, any alternate designs must be approved by CECOM ILSC, and no developmental work is anticipated. All technical data is subject to International Traffic in Arms Regulations (ITAR), and no information may be shared with non-U.S. persons or transferred outside the United States without Department of State authorization. Prospective suppliers must have an active status in the Defense Logistics Agency Joint Certification Program (JCP), possess a valid CAGE code and DUNS number, and be registered in the System for Award Management (SAM). To receive access to the technical data package, vendors must submit a completed and signed Non-Disclosure Agreement, and the signatory must match the data custodian listed in the JCP certification. Responses must include a list of items the supplier can produce or source along with supporting documentation such as test results, prior purchase orders, or statements from the original source validating capability. The Government will not reimburse any costs incurred in preparing responses, and submissions must be sent via email to eric.j.fulmer.civ@army.mil by July 16, 2026, with a secondary contact at adedolapo.a.junaid.civ@army.mil for inquiries. The North American Industry Classification System code for this effort is 333310.
