The Hawaii Air Force National Guard is conducting market research through a Sources Sought notice to identify qualified contractors capable of performing Fire Alarms Repair Services across facilities on Oahu, Maui, and Hawaii. This notice is not a solicitation and does not obligate the government to award a contract; it is solely for planning purposes to assess industry capability and interest. Interested firms must respond by June 22, 2026, with their intent to submit a future quote, company details including CAGE code and Unique Entity ID, small business status if applicable, and a statement demonstrating relevant skills, experience, and knowledge. The anticipated contract will require full performance of fire alarm repair services including assessments, complete repairs, post-repair operational testing, and annual inspections of all active and passive fire protection and life safety systems in accordance with NFPA 72, UFC 3-601-02, and all applicable federal and state codes. Work will be performed primarily at Buildings 3400 on JBPHH, Hickam AFB, with a proposed period of performance from September 30, 2026, to March 28, 2027. Contractors must provide all personnel, equipment, materials, supervision, and quality control, along with detailed pre-work submissions such as work plans, safety plans, material submittals, and personnel qualifications, all approved by the Contracting Officer’s Representative prior to initiating work. The government will enforce strict performance standards, requiring 100% compliance on pre-work documentation and zero deficiencies in system testing. Additionally, contractors must comply with DFARS 224.103 and DoDD 5400.11 for PII protection, implement OPSEC training within 30 days of assignment, adhere to base access protocols including ID and vehicle passes, maintain state licenses for fire alarm technicians in Hawaii, and ensure compliance with FAR 22.17 on combating human trafficking and FAR Subpart 9.5 on organizational conflicts of interest. The government retains unlimited rights to all deliverables, and failure to submit complete responses will disqualify firms from consideration in future planning.
