P-1458 2nd Radio Battalion Complex, Phase 2, Parachute and Supply Facilities

The solicitation N40085-25-R-2523 seeks qualified Design-Build or Design-Bid-Build contractors holding an existing IDIQ multiple award construction contract to design and construct a Parachute Maintenance Facility with a Paraloft and a Supply Warehouse for the 2nd Radio Battalion at Marine Corps Base Camp Lejeune, North Carolina. The project includes low-rise steel-framed structures with reinforced concrete masonry walls, brick veneer, reinforced concrete floors, and standing seam metal roofs, adhering to the Georgian or Colonial Revival architectural style as mandated by the Base Exterior Architecture Plan for Hadnot Point, with additional premiums applied for architectural compliance. Facilities will incorporate comprehensive Anti-Terrorism/Force Protection features aligned with Department of Defense Minimum Anti-Terrorism Standards for Buildings, including physical security mitigations. The Parachute Maintenance Facility will feature specialized spaces such as a parachute washing and drying tower, sewing and fabrication area, training zone, and secure storage, while the Supply Warehouse will include administrative offices, storage bays, secured storage, and shipping/receiving functions. Built-in equipment will encompass storage racks, parachute-rigging and drying systems, an antenna support mast, and fire pumps. Mechanical systems will include HVAC, plumbing, fire protection, sanitary sewer, oil/water separators, and storm drainage infrastructure, supported by integrated information systems involving telephone, computer network, fiber optic, security, and fire alarm infrastructure. All work must comply with UFGS, UFC, ICC codes, and the Guiding Principles for Sustainable Federal Buildings, with specific adherence to NFPA, ASTM, IBC, and NETA standards for inspections and acceptance.
