The following is a Sources Sought Notice. This Sources Sought announcement is for market research information only and is to be used for preliminary planning purposes and for determining the acquisition approach. No proposals are being requested, and none will be accepted in response to this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. The purpose of this notice is to gain knowledge of industry standards, interest and capabilities of firms to perform a firm fixed price design-bid-build (D-B-B) construction contract of this magnitude and to determine if there is adequate competition. This effort is classified through the North American Industry Classification System (NAICS) under 236220 Commercial and Institutional Building Construction. ($45M Small Business size standard). The magnitude of this project is between $25,000,000 and $100,000,000. Definitive design will be developed using in-house resources. The US Army Corps of Engineers, Kansas City District (USACE) is seeking contractors to improve current failing systems and improve efficiency of the facility. Work includes, but is not limited to the following: Replacement of the following; rubber tread and rubber tile floor finish on interior stairs, wooden benches at main entrance, interior incandescent lights throughout with LED, exterior can lights at main entrance with LED, flooring throughout (carpet, VCT, ceramic tile, epoxy), paint walls and hard ceilings throughout, ceiling tiles throughout, all doors (with keycard reader for resident rooms), closet shelves and doors, modify resident closets, signage throughout, fixed wood windows and frames with operable window and screen/ blast resident in bedrooms and laundry room, fixed pane/ blast resistant everywhere else, hardwire smoke detectors throughout with addressable fire alarm panel, metal mailboxes, all bathroom shower enclosures and doors, install power/cable outlets in TV, party, and pool rooms, countertops in pool room, party room, vanity areas, kitchen and laundry rooms, sinks and cabinetry in kitchen, vanity areas, party and laundry rooms, laundry room dryer exhaust system, ceiling fans, install new cover on large patio w/ lighting approx. 50 feet of steel pipe steam distribution lateral in trench drain, and approx. 100 feet sanitary sewer lateral pipe. The anticipated award of this contract will be on or before September 30, 2026, and shall be completed within 730 days. The Kansas City District is soliciting feedback from Industry as part of our market research efforts associated with this acquisition. You are invited to respond to this sources sought notification, with your response to include the following information: COVER LETTER:- Offerors name, address, point of contact, phone number, and e-mail address.- Firms Unique Entity Identifier.- Offerors interest in providing a proposal if a solicitation is issued.- Offerors capability to perform a contract of this magnitude and complexity.- Offerors type of business and business size in accordance with the NAICS code 236220.- If a Small Business, specify if your company is any of the following: (a) Service-Disabled Veteran Owned Small Business (SDVOSB); (b) HUBZone Small Business; (c) 8(a) Small Business concern; or (d) Woman-owned Small Business. SOURCES SOUGHT QUESTIONS:1. Prior Experience. Prior experience with construction projects that have similar scope and magnitude. Submit a portfolio of a minimum of (3) three projects completed within the last (6) six years that demonstrate the following: ?Design-Bid-Build (D-B-B) construction? Whole building renovations of comparably sized (or larger) For each project submitted, provide the following details: ? Project Title and Location? Client Name, Address, Point of Contact, and Phone Number ?Contract Dollar Amount ?Contract type (design-bid-build, design-build, etc.) ?Brief Description of the Technical Requirements? Description of the work performed (specify if self-performed or subcontracted; if subcontracted, identify the firm) ? Projects that include renovation or repair ?Period of Performance (start and end dates) 2. Joint Venture information, if applicable - existing and potential. Provide details of any Joint Venture, including the name of the JV entity, its members, and a description of the roles and responsibilities of each member. 3. Bonding Capability. Construction bonding level per contract and aggregate construction bonding level, both expressed in dollars. Contractor may submit examples of work done by a subcontractor, if that subcontractor intends to enter a letter of commitment with the contractor. The response must be specific to the qualifications listed above to show that the respondent is qualified and possesses the necessary skills, experience and capabilities. If a response does not clearly demonstrate that the respondent meets the qualifications, possesses the necessary skills, experience and capability the response will not be considered as confirmed capability for the purposes of market research which will be used to support procurement planning initiatives.
