Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.

Full Description

This synopsis provides notice that the Government anticipates to solicit a proposal on a sole source basis from incumbent BAE Systems Technology Solutions & Services, Inc. (hereby referred to as BAE Systems) of Rockville, Maryland, under Seaport-e task order N00178-04-D-4018/M801. The period of performance for this extension will begin 1 January 2014 and end on 30 June 2014. This will provide an additional level of effort of 180,039 hours for a Cost Plus Fixed Fee CLIN and Cost Reimbursable CLINs, for a period of six months. The additional level of effort will allow for the continuity of critical integration and engineering technical services required to support the Identification Systems Division (IDS), 4.5.9 NAWCAD, St. Inigoes, MD, until the pending bridge contract, estimated award of 1 July 2014, assigned to Patuxent River is awarded. This procurement is necessary as the current contract is scheduled to run out of ceiling 31 December 2013. Due to the ongoing nature of the projects currently being performed under contract N00178-04-D-4018-M801 and the need to continue these services without a break in work, BAE Systems Technology Solutions & Services is the only practical source for providing the necessary continuation of these services until award of a competitive follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit information in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 27 December 2013 1530 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. Any questions shall be submitted to Kelli Holmes, Code 2.5.1.4.8, Telephone (301) 737-2533, Fax (301) 737-2096, or via email Kelli.holmes@navy.mil. Per FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." BAE Systems Technology Solutions & Services is the sole source capable of providing these efforts without creating the impact on the fielded systems, sponsor schedules, project schedules, operations and operational readiness that would be caused by a break in service. It is unrealistic, from a technical and contractual perspective, to expect any other potential source to provide continued services for this short period of performance prior to the competitive contract being awarded. Because of the nature of this requirement and the impracticality and substantial costs the Government would incur and not recover through competition, this will be procured on a sole source basis.
