The National Institute of Standards and Technology (NIST) intends to award a sole-source, firm-fixed-price purchase order to Bruker Scientific, LLC, for essential maintenance and realignment services on a Bruker Vertex 70 Fourier Transform Spectrometer located at its Boulder, Colorado facility. This action is justified under FAR Subpart 6.302-1 due to the proprietary nature of the instrument’s internal components, which require service exclusively by Bruker-trained technicians, as no other entity possesses the specialized knowledge or access to proprietary systems necessary to perform the work. The task involves a mandatory two-day onsite service visit to correct performance issues caused by misaligned optics, specifically including HeNe laser alignment, interferometer realignment, diagnostic diagnostics, and resolution of signal degradation. All work must be completed within three weeks of award, and acceptance is contingent upon successful performance verification by NIST personnel at the Boulder site under FAR 52.212-4 inspection and acceptance standards. Payment is contingent upon full completion of the service, demonstration of restored system functionality, and submission of a proper invoice, with no partial payments permitted. The acquisition is conducted under NAICS code 811210, with a size standard of $34 million, and is not subject to competition due to the technical exclusivity of Bruker’s service capability. Contractor personnel must comply with NIST security protocols, including obtaining campus access badges, registering vehicles, and adhering to all safety and facility regulations. No options, modifications, or additional tasks are included, and the scope is strictly limited to the single service event described. The deadline for responses to the notice of intent is May 19, 2026, with an anticipated award date of June 15, 2026, and all correspondence must be directed to Lisa Stevens at lisa.stevens@nist.gov.

JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION:

The NIST Sources and Detectors group operates a Bruker Vertex 70 Fourier Transform Spectrometer. The instrument is not currently operating properly, most likely because the internal optics have become mis-aligned over time. Troubleshooting needs to be done, and the optics need to be re-aligned. This work must be performed by Bruker trained service technicians. The FTS is a laboratory research instrument located in the NIST Boulder, CO facility. It is used to provide reflectance measurements for high-absorptance samples used for a variety of purposes including developing new primary radiometric standards for calibration services and measurements of solar irradiance and Earth outgoing radiance. Only Bruker trained service technicians can complete the service because of proprietary components in the system.

Solicitation for Gas Abatement System
Solicitation # 1333ND26QNB030563
The National Institute of Standards and Technology (NIST) is soliciting firm-fixed-price quotations for a gas abatement system to be installed at its Gaithersburg, Maryland campus. The system will support the Materials Measurement Laboratory by safely abating hazardous exhaust from plasma etch processes used in semiconductor device fabrication. The required equipment must feature a dry bed absorber/scrubber in an enclosed cabinet with control readouts and an endpoint detector. Technical specifications require the system to abate a specific gas matrix, including various fluorinated gases and noble gases, while ensuring hazardous gas concentrations at the outlet remain within threshold limit values and flammable gases stay below the lower explosive limit. The absorber canister must have a minimum lifetime of one year based on specified flow rates and process hours. This acquisition is a 100 percent small business set-aside under NAICS code 333242. Award will be made to the lowest priced, technically acceptable quoter, with technical capability rated as either acceptable or unacceptable based on whether the proposed equipment meets or exceeds all minimum requirements. The contractor is responsible for delivery F.O.B. Destination to the Gaithersburg site, providing a one-year warranty, and conducting on-site training. Quotations must be submitted in three distinct volumes, including a detailed technical approach with citations to the statement of work. Following two amendments, the final response deadline is September 15, 2026, at 10:00 am EST. Payment will be processed electronically through the Invoice Processing Platform System.
