Okaloosa County Fiber MaintenanceThe Air Force Test Center Operational Contracting Division at Eglin AFB plans to award a sole source contract to the County of Okaloosa for fiber maintenance services on county-owned fiber infrastructure. This contract will be a Firm Fixed Price Commercial Purchase Order with a base year and nine option years, each covering ongoing maintenance of the fiber infrastructure. The sole source justification is based on the statutory authority allowing for acquisition from only one responsible source due to the unique capability and the absence of other qualified providers. The relevant NAICS code is 811210, with a small business size standard of $34 million, and the anticipated contract award date is July 1, 2026. This notice is not a solicitation but serves to inform interested parties of the intent to proceed without competition, supported by an approved Justification & Approval document. The National Institute of Standards and Technology (NIST) plans to negotiate a sole source contract with Bruker Scientific, LLC for the servicing of a Bruker Vertex 70 Fourier Transform Spectrometer (FTS) located at the NIST Boulder, Colorado facility. This contract, under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, involves a comprehensive onsite service visit, including travel to Boulder for a two-day period. The scope of work includes aligning a Helium-Neon (HeNe) laser through the interferometer, running diagnostics on the FTS, verifying internal detector signal strength, and addressing any alignment or other identified issues to restore proper instrument functionality. The contract is anticipated to be awarded as a firm-fixed-price purchase order. NIST justifies the sole source approach based on the necessity for Bruker trained service technicians due to proprietary components within the FTS, which require expert handling to accurately troubleshoot and realign internal optics. This instrument plays a critical role in high-precision reflectance measurements for radiometric standards and solar irradiance assessments, making its proper operation essential. Interested parties who believe they can fulfill the requirements must notify NIST by the specified response deadline. However, NIST emphasizes that competitive procedures may not be utilized, with an expected award date by mid-June 2026. All inquiries and responses are to be directed to the primary contact, Lisa Stevens.

JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION:

The NIST Sources and Detectors group operates a Bruker Vertex 70 Fourier Transform Spectrometer. The instrument is not currently operating properly, most likely because the internal optics have become mis-aligned over time. Troubleshooting needs to be done, and the optics need to be re-aligned. This work must be performed by Bruker trained service technicians. The FTS is a laboratory research instrument located in the NIST Boulder, CO facility. It is used to provide reflectance measurements for high-absorptance samples used for a variety of purposes including developing new primary radiometric standards for calibration services and measurements of solar irradiance and Earth outgoing radiance. Only Bruker trained service technicians can complete the service because of proprietary components in the system.
