All services must adhere to federal, state, and local regulations, including Leavenworth County Sanitary Code, while strictly avoiding disruption to gravesites, memorials, or historic structures; any damage to cemetery features must be repaired at the contractor’s expense under the National Historic Preservation Act. The contract is structured as a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) with a one-year base period and four one-year option periods, potentially extending to five years and six months with a single six-month extension, and carries a maximum aggregate value of $100,000 with a minimum guaranteed value of $1,000. The solicitation is conducted under the Lowest Price Technically Acceptable (LPTA) evaluation method, prioritizing price among technically acceptable offers that demonstrate compliance with mandatory requirements, including a detailed management plan not exceeding ten pages, proof of at least three years of similar experience, valid county sanitation licenses, and full compliance with federal safety, labor, and environmental regulations.
