Notice: This is a Request for Information (RFI) for market research and for informational purposes only. This announcement does not constitute a Solicitation or a Request for Proposal (RFP), and no solicitation is currently available. Participation in this RFI is strictly voluntary. The Government will not be obligated to award any agreement or contract because of this RFI, nor will it reimburse respondents for any costs associated with the preparation or submission of information. Submitting a response will not affect a firm’s ability to submit a proposal should a formal solicitation be issued in the future.

PROJECT OVERVIEW
The U.S. Army Corps of Engineers (USACE), Louisville District, has a requirement for the design and construction of four (4) Collective Training Enlisted (CTE) Barracks and one (1) Advanced Skills Training (AST) Barracks at Fort Hunter Liggett, CA. The scope of work consists of furnishing all necessary equipment, materials, labor, supervision, quality control, and supplies to demolish and dispose of five (5) existing Barracks and replacing with four (4) CTE Barracks and one (1) AST Barracks. Key features of the project may include:
- Design and construct four (4) multi-story CTE Barracks (approximately 46,000 total SF each), which will feature open bays, along with integrated officers sleeping rooms, team rooms, laundry facilities, restrooms, showers, storage, and janitorial closets. Supporting facilities may include but not limited to; site development, utilities and connections, lighting, paving, walks, curbs and gutters, storm drainage, electrical, plumbing, fire protection, HVAC, information systems, landscaping, signage, sustainability/energy, cybersecurity, and all required fixtures, furnishings, and equipment.
- Demolish and dispose of five (5) existing multi-story Barracks (approximately 39,000 total SF each).

Planned Acquisition Strategy: Progressive Design-Build (PDB) via Other Transaction Authority (OTA)
The Government is considering utilizing an Other Transaction (OT) Agreement for a prototype project under the authority of 10 U.S.C. § 2808a.
