Motion Capture Truss System

The National Institute of Standards and Technology (NIST), under the Department of Commerce, is conducting market research through a Sources Sought notice for a freestanding motion capture truss system to support research in public safety communications. This initiative is not a formal solicitation or request for quotation but is intended to gather information from potential vendors to determine the optimal acquisition approach. The system must be a freestanding truss structure approximately 38 feet long by 34 feet wide by 10 feet high, capable of supporting a minimum distributed load of 650 pounds and accommodating over 60 motion capture cameras. The requirements include engineering reviews for structural integrity and anchoring, installation at NIST’s Boulder lab in Building 3, Room 3, and provision of 2 to 4 hours of remote training for end users. The offering is unrestricted but may be set aside for small businesses, with a NAICS code of 339999 and a small business size standard of 550 employees. All respondents must provide a capability statement not exceeding five pages, including company profile details, UEI and Cage Codes, manufacturing source and country of origin, product specifications aligned with NIST’s draft requirements, typical lead times, and verification of small business status. Vendors must possess an active UEI registration on SAM.gov and an Export Control Classification Number (ECCN) at the time of any future award. If awarded, contractors will be required to submit a detailed site-specific Safety Plan within seven days, complying with OSHA regulations and applicable state and local codes, and provide all required personal protective equipment including hard hats, safety shoes, safety glasses, respiratory protection, high-visibility clothing, and compliant gloves. Installation must include unpackaging of equipment, floor protection for carpeted areas, and removal of debris. Although delivery and performance locations are specified—including NIST Boulder and Gaithersburg addresses—shipping and delivery logistics are marked as N/A, and no contract value or pricing parameters have been established at this stage. Inspection and acceptance will occur after successful delivery, installation, and demonstration, with the government retaining sole discretion to reject or require correction of nonconforming items at no additional cost. Ownership transfers only upon formal acceptance, which must be confirmed by the NIST subject matter expert within one week.
