Sources Sought Notice - Commercial Fitness Equipment, Delivery, Installation, and Preventive Maintenance - ISBEE/IEE

The Indian Health Service, Crownpoint Healthcare Facility, Service Unit is issuing this sources-sought notice (SSN) to identify capable Indian-owned, economic enterprises – large (IEE) or small (ISBEE) – capable of providing a turnkey commercial fitness equipment solution for the Crownpoint Healthcare Facility, Wellness Center.   

The anticipated requirement includes furnishing new, commercial grade cardiovascular equipment, strength-training equipment, functional training equipment, racks and benches, free weights, fitness accessories, and related equipment. The contract will be responsible for all necessary freight, inside delivery, assembly, installation, placement, set-up and testing to provide a safe and fully operational fitness facility.

The contractor will also be responsible for coordinating equipment placement with the Government, performing required equipment anchoring and setup, verifying operational readiness, removing packaging and installation debris, and providing applicable user manuals, warranty and maintenance documentation, and basic equipment operation/maintenance orientation to designated Government personnel.

Equipment must meet applicable commercial quality and safety standards and include appropriate manufacturer warranties. The Government may also require preventive maintenance services for the installed equipment.

Other capable firms are also invited to respond to this SSN.  The Contracting Officer will consider responses for Buy Indian Act (25 U.S.C. 47) opportunities first, then for set aside programs under the Small Business Act (41 U.S.C. 3104).

The applicable North American Industry Classification System (NAICS) code assigned to this requirement is 339920 – Sporting and Athletic Goods Manufacturing with a small business size standard of 750 employees:  Table of size standards | U.S. Small Business Administration>.

THIS IS NOT A SOLICITATION. Information collected from this notice is purely for market research only and will be used to determine the contracting office’s acquisition strategy including competition, set asides, and locating Indian-owned economic enterprises.  Submission of any information in response to this market survey is purely voluntary.  The government assumes no financial responsibility for any costs incurred in response to this request for information. 

In accordance with FAR 4.203-1(b), offerors and quoters must be registered in System for Award Management at SAM.gov, at the time an offer or quotation is submitted and at time of award.

Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this notice by August 20th, 2026, to Marshall L. Arviso at marshall.arviso@ihs.gov with the subject line “SSN – IHS1529309.  Your submission must include the following information, at a minimum:

1. Company Profile that includes:  UEI, Name and Address, Primary POC information, business size and type of ownership, socio-economic status/participation such as 8(a), WOSB/EDWOSB, SDVOSB and HUBZone, identification of Native American ownership, SAM.gov representations and certifications, and other related documentation.
2. A brief statement of the company’s capability that relates to the described government requirement.  Additional demonstration of capability may include current and past performance history for the same or similar requirement, established contracts such as GSA or VA Schedule, etc.
3. Indian-owned Small Business Economic Enterprises (ISBEEs) and Indian-owned Economic Enterprises (IEEs) must also submit a completed IHS IEE Representation Form (attached) in accordance with HHSAR 326.606-1(b).
4. Relevant Experience/Past Performance. Provide up to three examples of contracts or projects completed within the past five years involving the furnishing and installation of commercial fitness/exercise equipment of similar scope, size, and complexity. Include the customer/agency, contract or order number if applicable, approximate dollar value, period of performance, brief description of work, and whether the respondent served as the prime contractor or subcontractor.
5. Equipment/Supply Capability. Identify the commercial fitness equipment manufacturers or product lines the company is authorized or otherwise able to provide. Describe the firm's ability to furnish commercial-grade cardiovascular, strength-training, functional-training, free-weight, rack/bench, and fitness accessory equipment meeting the Government's requirements. The vendor package reflects a broad mix of these equipment categories.
6. Delivery and Installation Capability. Describe the firm's capability to provide or manage freight, inside delivery, unloading, assembly, placement, installation, equipment anchoring where required, testing, startup, and removal of packaging/debris. Identify whether these activities will be performed by the respondent's employees or through subcontractors. This is particularly relevant because the SOW requires equipment to be installed, arranged for safe operation, tested, and fully operational before acceptance.
7. Geographic/Logistical Capability. Confirm the firm's ability to deliver and perform onsite installation at the Crownpoint Service Unit/Crownpoint, New Mexico area, including the ability to coordinate transportation, installation personnel, and onsite support necessary to complete the requirement.
8. Warranty, Repair, and Service Support. Describe the manufacturer's warranty coverage available for the proposed equipment and the respondent's capability to provide or coordinate warranty repairs and technical support after installation. Identify whether authorized service technicians are available to support the Crownpoint, New Mexico area.
9. Preventive Maintenance Capability. State whether the company can provide preventive maintenance for the installed equipment, either directly or through authorized service providers. Describe the firm's ability to provide scheduled inspections, adjustments, lubrication, safety checks, operational testing, and related preventive-maintenance services for commercial cardiovascular and strength equipment. The vendor brochure's PM approach covers cardio equipment, strength equipment, racks/rigs, and free-weight areas.
10. Subcontracting/Teaming Approach. Identify any anticipated subcontractors, dealers, distributors, installers, service providers, or teaming partners that would be necessary to perform the requirement. Briefly describe which portions of the requirement the respondent anticipates performing itself versus subcontracting. For ISBEE/IEE respondents, identify how the anticipated performance approach would comply with applicable subcontracting limitations and Indian economic enterprise requirements.
11. Delivery Lead Time. Provide the respondent's estimated lead time from receipt of an order to delivery of the major equipment and the estimated time required to complete installation, testing, and turnover after delivery. Your existing SOW currently provides up to one year for equipment procurement/delivery, followed by specified periods for installation, testing, and closeout, so market research responses could help determine whether those timeframes are reasonable.
12. Commercial Practices. Describe the company's customary commercial practices for fitness equipment purchases of this type, including standard warranties, delivery/installation practices, payment terms, and whether preventive maintenance is normally sold separately or as part of an equipment package.
13. Contract Vehicle/Ordering Capability. Identify any Federal contract vehicles through which the products/services are currently available, including GSA Multiple Award Schedule contracts or other Government-wide or agency contract vehicles, and provide the applicable contract number(s).
14. Acquisition/Market Research Recommendations. Identify any requirements, industry practices, delivery considerations, installation requirements, warranty provisions, or other factors the Government should consider when developing the solicitation. Respondents may also identify requirements that could unnecessarily restrict competition or affect the ability of ISBEE/IEE firms to compete.
