AI Contract Overview
This is a presolicitation notice issued by the U.S. Department of State, Bureau of Overseas Buildings Operations, for a Design-Build Construction Services acquisition to perform Utility Optimization Improvements at the New Embassy Compound in Monrovia, Liberia. The project focuses on comprehensive upgrades to mechanical, electrical, and renewable energy systems across multiple facilities, including installation of VRF and VAV HVAC systems, full LED lighting modernization, integration of a 1.6MWh solar PV microgrid, replacement of energy recovery ventilators, and demolition of obsolete equipment—all in compliance with OBO ICS, ASHRAE, NEC, and other strict technical standards. The acquisition is structured as a two-phase process and is a total small business set-aside under NAICS code 236220, governed by the Omnibus Diplomatic Security and Antiterrorism Act of 1986 and the 2025 NDAA. Only small businesses that self-certify their status and are U.S.-based may compete; foreign firms and those under unmitigated Foreign Ownership, Control, or Influence are ineligible. A critical prerequisite is possession of a current DCSA Secret Facility Clearance, which must be obtained before award and prior to accessing classified construction documents, with sponsorship available for eligible offerors but no guarantee of clearance. Proposals must be submitted electronically in PDF format by the stated deadline and organized into three mandatory evaluation factors: Joint Venture Agreement or Statement of Intent (up to three pages), Technical Project Experience and Past Performance (with detailed documentation for up to 10 projects and one-page explanations per project), and Organizational Structure and Management (up to ten pages). All submissions are subject to strict formatting rules including font size, page limits, and use of black text on white background. The estimated contract value ranges between $11 million and $19 million under a Firm-Fixed-Price structure, with evaluation based on technical acceptability and likely a trade-off process, where price is considered only after eligibility through technical compliance is confirmed. All offerors must be actively registered in SAM.gov with a Unique Entity ID.
