Sources Sought Notice - New Orleans Courthouse Hardening

The General Services Administration is seeking market information through a sources sought notice for construction services to harden the John M. Wisdom Courthouse and the Hale Boggs Federal Building in New Orleans, Louisiana. The project aims to enhance physical security by increasing resistance to forced entry and delaying unauthorized access at vulnerable exterior elements including doors, windows, storefront systems, curtain walls, and other fenestration assemblies. Scope of work includes selective demolition, installation and modification of structural and miscellaneous metals, thermal and moisture protection for the building envelope, replacement or modification of security openings and associated hardware, patching and painting of disturbed finishes, and integration of electrical and low-voltage security systems such as electronic and magnetic locks and electric strikes. The work must comply with ASTM F1233-21, ASTM F3038, GSA PBS Core Buildings Standards, and require use of Building Information Modeling. Performance will occur in an occupied federal facility, necessitating strict adherence to safety controls and minimal disruption to ongoing operations. The anticipated contract award is scheduled for spring 2027, with an estimated duration of two years and a potential value between $5 million and $10 million. Interested firms must submit a written letter of interest and capability statement not exceeding five single-sided pages in PDF format, limited to 25 MB, to the contracting officer by August 5, 2026, at 2:00 PM local New Orleans time. Offerors must have an active SAM registration, demonstrate experience performing security-related construction in occupied federal or similarly secure facilities, and show the ability to bond a single project up to $10 million along with evidence of aggregate bonding capacity. Business size must be certified under NAICS code 236220, with a small business size standard of $45 million, and socioeconomic designations including 8(a), SBDC, HUBZone, SDVOSB, or WOSB must be indicated. Two past projects of similar scope, size, and value over $5 million completed within the past five years must be provided; subcontractor experience does not qualify as prime contractor capability. Joint ventures must disclose all members and their respective business sizes. Responses are being collected to determine the appropriate type of set-aside, if any, for future solicitation.
