Sources Sought Notice - Repair Firing Positions at M-Range at Aberdeen Proving Ground (APG), MD

The U.S. Army Contracting Command – Aberdeen Proving Ground is conducting a sources sought market research effort under solicitation number W911QX26RA023 to identify qualified contractors capable of repairing five firing positions at the M-Range in Aberdeen Proving Ground, Maryland. The scope of work includes demolition and removal of existing foxhole decking and framing, selective excavation for concrete installation, and construction of new concrete structures, all to be completed within a 60-day period following contract award. Work must occur during normal business hours of 0600 to 1600 Monday through Friday, with no operations permitted on federal holidays or during official installation closures unless prior approval is obtained from the Contracting Officer’s Representative. All personnel must be U.S. citizens eligible for a favorable background check or T1 investigation, fluent in English, and subject to immediate removal for misconduct, safety violations, security concerns, or substance impairment. Contractors are required to ensure high standards of personal hygiene and appearance while on site. Compliance with stringent safety, environmental, and security standards is mandatory. Work must adhere to U.S. Army Corps of Engineers EM 385-1-1, Army Regulation 385-10, Army Regulation 200-1, and Unified Facilities Guide Specifications Section 01 35 26. All personnel must complete the 3Rs Explosives Safety Education Program training prior to beginning work and annually thereafter. The Contractor must develop and submit an Accident Prevention Plan, an Activity Hazard Analysis, a Quality Control Plan within ten days of notice to proceed, and related inspection schedules, all subject to Government approval. Hold points are required for footings and rebar inspections. Environmental compliance includes obtaining and maintaining all necessary federal, state, and local licenses and certifications, which are contract deliverables upon award. Security requirements encompass completion of Level I OPSEC Awareness training within 30 days of reporting and compliance with NCIC-III and Terrorist Screening Database adjudication standards.
