AI Contract Overview
The Army Contracting Command–Detroit Arsenal is conducting market research to identify qualified small businesses capable of manufacturing and assembling the Pipefitter’s Supplemental Tool Kit (NSN 5180-00-596-1509), a portable, ruggedized set of specialized hand tools designed for field-level maintenance and construction of piping systems up to four inches in diameter in austere environments. The kit includes cutters, reamers, threaders, and heavy-duty wrenches necessary for establishing water, fuel, and steam distribution networks and must be delivered in ruggedized packaging with shock-absorbent internal storage to withstand tactical conditions. This is a total small business set-aside under NAICS 332216, with only small businesses eligible to respond, and prime contractors must perform at least 50 percent of the manufacturing and assembly costs as mandated by FAR 52.219-14. Access to the proprietary Technical Data Package, restricted under Distribution Statement D, requires an active DD Form 2345 on file with the Defense Logistics Information Service; vendors without certification must apply through the U.S./Canada Joint Certification Office, with processing requiring six to ten weeks. Only the primary or alternate data custodian listed on the DD 2345 may request TDP access through SAM.gov, and all parties granted access must destroy all copies of the data upon completion of use via shredding, burning, pulping, melting, or secure electronic deletion. Vendors must submit responses by 5:00 PM EST on June 9, 2026, to Meika Cole at ACC-DTA via email, including completed questionnaire responses, CAGE code, business size certification, subcontracting plans, and evidence of quality management systems such as ISO 9001:2015. All submissions must clearly label confidential or proprietary information with “CONFIDENTIAL” in all caps, and initial production inspections of three sample kits must be witnessed and approved by DCMA Quality Assurance Representatives prior to full-scale production, with a mandatory 15-day notification window for scheduling. The estimated requirement is 40 kits in the base year and an optional 40 kits in a second year, with no pricing provided as this is a market research notice only and no contract will be awarded directly from this solicitation.
