The United States Air Force, through the Air Force Life Cycle Management Center at Wright-Patterson Air Force Base, is conducting market research to identify qualified sources capable of supplying three Keysight 53230A High-Frequency Universal Counters for use in the Precision Measurement Equipment Laboratory. This initiative is strictly for information gathering and is not a solicitation; no contract will result directly from responses. Respondents must submit a capabilities package not exceeding five pages that confirms their ability to provide the exact specified equipment, including Channel 3 with 15 GHz CW capability, a front-panel Type-N input, LAN, USB, and GPIB connectivity, and an ultra-high-stability OCXO timebase. The equipment must be commercial-off-the-shelf from Keysight Technologies and comply with Air Force Technical Orders. Responses must clearly demonstrate technical compliance, specify the respondent’s socio-economic status (such as small business, 8(a), HUBZone, SDVOSB, WOSB, or EDWOSB), declare foreign ownership or control and any intended use of foreign national employees, and indicate whether they are the manufacturer or intend to use a subcontractor. All submissions must adhere to strict file format requirements—only .pdf, .doc, .docx, .xls, or .xlsx files are accepted—and must be sent via email with the exact subject line “High-Frequency Universal Counters” to the designated points of contact by 10:00 AM Eastern Time on June 23, 2026. The NAICS code for this acquisition is 334515 with a 750-employee small business size standard, and while no set-aside decision has been made, responses may influence whether a future solicitation is restricted to small businesses or set aside under a specific program. All potential contractors must be registered in SAM to be eligible for any future award. The Government will not reimburse submission costs, will not provide individual feedback, and reserves the right to determine whether future procurement will be full and open or restricted based on market research outcomes. Any resulting contract will be subject to FAR clauses on limitations on subcontracting and the non-manufacturer rule, and delivery will be FOB destination to the 88th LRS at Wright-Patterson AFB, where the 88th LRS will perform visual inspection and acceptance based on manufacturer, model, and configuration verification.
