AI Contract Overview
The Albuquerque Area Office of the Indian Health Service is conducting market research to determine the availability of qualified small businesses capable of providing secure electronic healthcare claims clearinghouse services at the Zuni Comprehensive Community Health Center in Zuni, New Mexico. The requirement centers on secure transmission and processing of Medicare, Medicaid, and commercial insurance claims, along with electronic remittance advice, technical support, system maintenance, and seamless connectivity with the Centers for Medicare & Medicaid Services and other authorized payers. The work falls under NAICS code 518210, which covers computing infrastructure providers and data processing services, and the government is specifically exploring the possibility of a 100% set-aside for Indian Small Business Economic Enterprises (ISBEE), reflecting a preference for Tribal and Native-owned businesses under the Buy Indian Act. Responses are being collected to assess industry capability, socioeconomic status, and readiness to meet the technical and compliance demands of the requirement. Interested vendors must demonstrate proven experience in healthcare claims clearinghouse operations, HIPAA-compliant EDI transactions, and support for Federal or Tribal healthcare entities, along with strong technical support capabilities and relevant past performance. Submissions must include SAM registration confirmation, company details with Unique Entity ID, size certification under the specified NAICS code, and a clear declaration of socioeconomic status, with particular emphasis on ISBEE qualification. A capability statement or product brochure is required, and firms must complete and submit the official ISBEE representation form to be considered for the set-aside. All responses must be received via email to Shannon Eldridge-Shorty by 12:00 PM MT on July 24, 2026, and automated or incomplete submissions will be deemed non-responsive. This RFI is strictly for planning purposes and is not a solicitation; any future contract opportunity will require a separate, formal proposal submission.
