AI Contract Overview
The Naval Facilities Engineering Systems Command, Pacific is seeking information on alternative sources for a transformer protection relay that meets the exact performance specifications of the SEL-351S-7 model from Schweitzer Engineering Laboratories, to support the Fiscal Year 2027 SIOP Project P-8026 at Pearl Harbor Naval Shipyard and Joint Base Pearl Harbor-Hickam. The required relay must provide comprehensive feeder protection using phase, ground, and negative-sequence overcurrent elements with configurable directional settings, as well as integrated breaker control functions including failure protection, autoreclosing, synch-check capabilities, and trip circuit monitoring. It must also deliver detailed monitoring of three-phase currents, voltages, frequency, power, and power factor, along with fault location, metering, and power quality data. The system must include Sequential Events Recorder and oscillographic event reporting for post-event analysis, and feature front-panel control switches for breaker operations, relay status indications, and programmable functions. This notice is a market survey under FAR 15.201(e) and is not a request for proposals or an invitation to bid; responses will not form a binding contract. Interested parties must submit complete technical documentation via email to Annette Tijerina no later than 2:00 p.m. H.S.T. on July 30, 2026, detailing how their product meets or exceeds the specified requirements.
