Stable Optical Reference Lasers

The National Institute of Standards and Technology (NIST) is conducting market research to identify vendors capable of supplying two Stable Optical Reference Lasers meeting specified technical requirements, with no current intent to award a contract at this time. This sources sought notice is solely for gathering information to evaluate potential sources and determine the most appropriate acquisition method, including whether a small business set-aside is feasible. All responsible firms, including small, small disadvantaged, women-owned, HUBZone, service-disabled veteran-owned, and veteran-owned businesses, as well as large businesses, are encouraged to respond. The requirement is classified under NAICS code 334516 with a small business size standard of 1,000 employees, and if at least two qualified small businesses are identified, the acquisition will be set aside for small business competition. Responses must include a company profile with employee count, location, UEI and CAGE codes, the name of the provider and manufacturer, country of origin, specification-compliant product examples, typical delivery and installation timelines, small business status verification, and any additional relevant details, all constrained to five pages. Sales brochures and marketing materials will not be accepted. Responses must be submitted electronically by August 3, 2026, to the point of contact provided, and no compensation will be provided for information submitted. The government will not be obligated to proceed with a procurement based on this notice, and the outcomes of this market research will directly inform future solicitation strategy on SAM.gov. The lasers must conform to the attached draft specifications, and NIST will use the data collected to assess market capability, lead times, and eligibility for various small business categories to ensure the most effective and fair acquisition approach. All submissions will be evaluated to determine whether the requirement can be fulfilled through a set-aside or must proceed as an open competition.
