Solicitation # 36C78626Q0088
The contract solicitation 36C78626Q0088, issued by the National Cemetery Administration under the Department of Veterans Affairs, seeks stormwater management services at Culpeper National Cemetery in Culpeper, Virginia. This effort replaces an earlier market research solicitation and falls under NAICS code 562998 for other waste management services, with a Product Service Code of J046. The contracting office is located in Quantico, Virginia, while the place of performance is specifically the Culpeper National Cemetery site. The solicitation was posted on July 31, 2026, with proposals due by 3:00 PM Eastern Time. The Contracting Officer, Marshand Boone, serves as the primary point of contact and can be reached via email or phone. The fiscal year 2026 timeframe indicates the service period will align with federal budget cycles, but exact start and end dates have not been specified. The contract is classified as a special notice, and while no contract type such as FFP or IDIQ is explicitly stated, it appears to be a service-based agreement without listed CLINs, pricing, or estimated value. The scope of work involves stormwater services, implying maintenance, inspection, or mitigation related to drainage, erosion control, or runoff management at the cemetery, though specific deliverables, performance metrics, or technical standards are not detailed in the available documentation. No inspection criteria, packaging requirements, or acceptance procedures are outlined, and no certifications, representations, or socioeconomic set-asides are indicated. Although no formal Section H special requirements or Section K offeror certifications are provided, the non-application of Recovery Act reporting is confirmed. The absence of detailed evaluation factors, contract clauses, or attachment lists suggests that the full solicitation package may not be fully accessible or disclosed. The contract administration data identifies the VA’s contracting office in Triangle, Virginia, as the administrative hub, but no COR, payment office, or invoicing method are specified. Submission instructions direct proposals to the Triangle, Virginia address, with no electronic portal mandated, leaving medium and format unspecified. The contract represents a routine operational service requirement for maintaining the environmental integrity of a national cemetery, with all administrative details centered under VA oversight.
