N00164-17-S-NB83 -SOURCES SOUGHT - VARIABLE TRANSFORMER ASSEMBLY OVERHAUL AND NEW MANUFACTURE FOR THE AN/SPS-49 RADAR PROGRAM - FSC 5905 - NAICS 334416 Issue Date: 17 APRIL 2017 Closing Date: 02 MAY 2017 Time: 2:00PM Eastern Time MARKET SURVEY: Naval Surface Warfare Center, Crane Division, Crane, IN 47522 intends to award a sole source contract to the Original Equipment Manufacturer (OEM) Superior Electric, 1 Cowles Road, Plainville, CT 06062-1107, (CAGE 58474). This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The Government is seeking potential sources to mitigate the sole source basis cited above. Companies with the capability and facility to provide components that meet the Government's requirement for Superior part numbers: P/N: 203041-001 (1256DB-1616 or NIIN 013067355); P/N: 222506-001 (1256DB-168598 or NIIN 014411153); P/N: 202447-001 (21-1100); P/N: 202832-001 (1168-1257 or NIIN 0101080890), and P/N: 207021-001 (146-10098 or NIIN 010205966) are invited to submit information pertaining to their capability to fulfill this requirement. Responses should include availability, budgetary cost estimate, and lead time of the solution, as well as, whether a demonstration unit can be provided to expedite the Government decision making process. All interested parties are encouraged to submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, production units, and production quantity breaks to mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and /or identify other Government contracts with similar efforts for the Government's consideration. Responses to this Market Survey shall include the following: Submitter's Name Street Address, City, State, Zip Code Business Size Point of Contact (POC) POC Telephone Announcement Number: N00164-17-S-NB83 This sources sought announcement does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP) and it is not a commitment by the Government to procure. Solicitation N00164-27-Q-0006 is a sole source, firm fixed price procurement issued by the Naval Surface Warfare Center Crane Division for engineering services to support five AN/SLQ-32(V)4 G4DSP-XD3 multiprocessor cards. The primary objective is to perform evaluation diagnostics, failure analysis, and data extraction on non-working processing units to determine if they are repairable or beyond economic repair. Key technical requirements include salvaging Northrop Grumman running scripts and operational binary scripts from non-volatile memory, as well as mapping hardcoded IP schemes and network connection profiles.
