The South Carolina Department of Health and Human Services (SCDHHS) is initiating the first phase of its Procurement Library for the Replacement Medicaid Management Information System (MMIS) project. Rather than using the federal FedBizOpps platform, the State is managing this procurement through its own website. Interested and qualified vendors are encouraged to request access to the Procurement Library, which will provide essential information to aid in the preparation of their bids. To gain access, vendors must first submit a signed non-disclosure agreement (NDA) from an authorized company official. These NDAs can be scanned and emailed to SCDHHS or mailed directly to the designated contact person, Gordon Neff, at the Bureau of Federal Contracts. Once the non-disclosure agreement is received, SCDHHS will provide vendors with the URL and login credentials to the Procurement Library. The library currently contains incomplete information but will be updated periodically with additional materials relevant to the procurement. Vendors already registered will receive email notifications when new content is added. This approach aims to streamline the vendor's access to up-to-date procurement details and facilitate a transparent and organized bidding process for the Replacement MMIS project under NAICS code 541511.

The South Carolina Department of Health and Human Services is publishing the first installment of the Procurement Library for its Replacement Medicaid Management Information System (MMIS) procurement. The State is using its own Web site, not FedBizOpps for this purpose. Interested, bona fide vendors considering bidding on this procurement are encouraged to request access to the Procurement Library as it will contain information useful in preparing a proposal. Prior to receiving access, vendors must submit a non-disclosure agreement signed by a company official authorized to bind the company. The non-disclosure agreement is attached to this posting. SCDHHS prefers that these non-disclosure agreements be scanned and submitted by e-mail to contact@example.gov. Parties wishing to submit their agreements by mail may send them to: SCDHHS Bureau of Federal Contracts Attn: Gordon Neff P.O. Box 8206 Columbia, SC 29202 The State will send the URL for the Procurement Library and account information after receipt of the non-disclosure agreement. The initial contents of the Procurement Library are incomplete. The State intends to post updates to the library in the future. Vendors already registered for the Procurement Library will receive a notice via e-mail when updates have been posted.
