This contract involves the decommissioning of three Forest Service Roads (FSR 6410, 6412, and 6067) located within the Mt. Baker-Snoqualmie National Forest, Skykomish Ranger District. The scope includes removing existing road infrastructure such as culverts, excavating and obliterating roadways, re-contouring terrain, and converting one of the roads into a trail. Additional work involves constructing and later removing access roads at several slide locations, followed by seeding and mulching disturbed areas or using onsite slash materials for revegetation. The contractor is responsible for supplying all labor, materials, equipment, and transportation, and must manage all associated risks except as otherwise specified in the contract. The project will take place in two main geographic areas of the district, with clear access routes specified, and maps available at the district office. This fixed-price contract, estimated to be between $100,000 and $250,000, requires bid, payment, and performance bonds. The performance period is 100 calendar days, with work desired to start on September 15, 2015. No pre-bid meeting will be held, so contractors are encouraged to inspect the sites themselves before submitting proposals. The contract includes a winter shutdown starting November 1, 2015, with work to resume in summer 2016 without additional mobilization costs. Contractors should note the presence of steep slopes and washouts, which require careful assessment for access road construction. Key contacts include Jeremy Gill and Jim Mitchell for technical questions, and Brian A. Johnson as the contracting officer. The solicitation is a total small business set-aside under NAICS code 237310, related to highway and street construction.
