South Fraser Storage Yard - Consulting Engineering Services - Design and Construction

Metro Vancouver has issued Request for Proposal No. 25-753 for consulting engineering services to support the design and construction of the South Fraser Storage Yard. This restricted solicitation is open only to five pre-qualified consultants: AECOM Canada ULC, Associated Engineering (B.C.) Ltd., CIMA Canada Inc., Omicron Canada Inc., and Stantec Consulting Ltd. The scope of work is divided into three distinct phases: Phase A covers preliminary design, including geotechnical, structural, and architectural requirements to be completed within 365 calendar days of the award; Phase B involves detailed design to be completed within 450 calendar days following stage gate approval; and Phase C encompasses construction engineering services, including inspections and monitoring to ensure design conformance. The award process follows a two-stage evaluation where proposals must first achieve a minimum technical score of 38 percent out of 65 percentage points based on staff qualifications and project methodology before proceeding to the cost evaluation. Key personnel, including the Project Manager, Design Manager, and Discipline Leads, are required to have at least 10 years of relevant professional experience. The contract is governed by a Consulting and Professional Services Agreement, with monthly itemized invoicing and a 30-day payment term.
