The Proposed Project would establish a regulatory framework to guide transit-oriented growth in proximity to the approved Gold Coast Transit District High-Quality Transit Corridor, increase development capacity and allow residential and mixed-use development on 13 opportunity sites, and establish a development incentive program to expand mixed income housing opportunities and advance targeted community benefits on opportunity sites within the plan area. The Specific Plan would also establish environmental development standards, development standards, and design standards for the 13 opportunity sites and design standards for all Garden Apartment (R-3), High Rise Residential (R-4), and General Commercial (C-2) sites in the Specific Plan area regardless of being considered an opportunity site. The General Plan Land Use Element Amendment would allow increased land use densities consistent with the South Oxnard Connect Specific Plan; remove the 30-foot Scenic Highway setback/designation along Hueneme Road and Pleasant Valley Road adjacent to the project boundary; and amend the 2021-2029 Housing Element to reflect the MU-1 zoning designation and associated density increase on Housing Element sites 37, 39 and 40. The Zoning Map Amendment would: incorporate the South Oxnard Connect Specific Plan on the City Zoning Map, and direct development regulations for the 13 opportunity sites within the Specific Plan area, and change the zoning designation on 11 of the 13 opportunity sites from General Commercial (C-2) to Mixed Use (MU-1). The zoning on the remaining two (2) opportunity sites would not change from Garden Apartment (R-3).
