The successful proposer must deliver a final plan that includes public presentations and formal adoption, all within a 12-month timeline. Proposals must be submitted as a single, ten-page PDF through the Utah Public Procurement Portal by July 10, 2026, at 5:00 p.m. MST, with no separate attachments permitted.
