The contract for the South West Asia Theater Signal Service Support (SWA-TS3) was originally intended to procure non-personal IT Engineering and Installation services within the U.S. Central Command area, primarily Kuwait and Afghanistan. The scope included providing personnel, equipment, supplies, supervision, and related services for IT support, network and signal engineering, cyber defense, security, and technical control facility operations. The contract envisioned a single award firm fixed price indefinite delivery, indefinite quantity arrangement with a one-year base period and four one-year options, emphasizing program and project management, engineering, maintenance, and logistics for Inside/Outside Plant projects. However, the sources sought solicitation was officially canceled in its entirety as of September 26, 2017, and no award was made from this notice. The notice served only for market research and planning, without constituting a commitment or solicitation. It advised interested parties to stay alert for future competitive solicitations. The government outlined that most project materials would be government-furnished but some would need to be procured by the contractor. Responses to the original notice were requested by a September 2015 deadline, with no feedback expected from the government. The Army Contracting Command at Rock Island managed the process, providing points of contact for inquiries and emphasizing that all submitted information would be used strictly for assessing industry capabilities.
