Sovereign Terrain and Digital Border Defense

The Texas Cyber Command is soliciting a turnkey managed solution to reclaim and map Texas’ sovereign IP terrain through comprehensive network enumeration and cyber defense capabilities, under solicitation number 371-00013. The initiative requires vendors to deliver a fully integrated system that includes all hardware, software, licenses, deployment services, monitoring, maintenance, and updates necessary for real-time visibility into IT and OT network communications using deep-packet inspection, traffic analysis, and network path analysis. Integration with existing TXCC systems such as SIEM, log management, identity/access management, and ticketing platforms via syslog, API, and standards-based mechanisms is mandatory. The solution must demonstrate continuous, near-real-time network sensing, cyber defense operations, and high availability with validated failover behavior, with performance validated through an approved Acceptance Test Plan that measures throughput, latency, response actions, dashboards, audit logging, and reporting. All deliverables must be completed within 70 business days after award, with prior approval of an Acceptance Test Plan due within 20 business days. The contract is structured as a one-year base term with two optional one-year renewals, and TXCC reserves the right to extend performance by up to 180 calendar days with 30 days' notice. Proposals must be submitted as a comprehensive turnkey cost in Exhibit D with an itemized breakdown, and pricing must include all costs without escalation caps. Responses are evaluated based on technical requirements (40%), vendor qualifications (30%), and pricing (30%), with mandatory pass/fail gates for financial stability, Historically Underutilized Business (HUB) subcontracting plan submission, statutory compliance with Texas Government Code provisions, and adherence to accessibility standards including WCAG 2.0 AA. Vendors must certify compliance with Texas cybersecurity training requirements under Tex. Gov't Code § 2063.102, use E-Verify for all employees and subcontractors performing work in Texas, maintain industry-standard insurance, and disclose any conflicts of interest or legal proceedings. All submissions are subject to public record, requiring redacted versions, and failure to meet any pass/fail criterion disqualifies the proposal. Vendor performance will be tracked through the Vendor Performance Tracking System, and records retention requirements extend through the contract lifecycle with full audit access granted to the State Auditor’s Office and TXCC. Final payment is contingent upon successful acceptance of the solution and return of all work product, with invoicing governed by Texas Government Code Chapter 225
