The Infrared Space Systems Directorate Program Office plans to issue a Request for Proposal for the Space Based Infrared Systems (SBIRS) Follow-on Production (SFP) focusing on the Highly Elliptical Orbit (HEO) Transition to Operations. This contract aims to support the SBIRS constellation, which includes geosynchronous earth orbit (GEO) satellites and HEO payloads that provide missile warning capabilities against global and theater ballistic missile threats. The current ground system, developed under the Engineering and Manufacturing Development contract, supports a constellation of 2 HEO and 4 GEO satellites. The contract specifically addresses the command and control support for the HEO-3 and HEO-4 payloads, requiring modifications to the software, hardware, and support systems to enable the HEO-4 Launch and Early On-orbit Test phases and to complete the transition of these payloads to full operations. This Cost-Plus Award Fee contract is intended to be awarded solely to Lockheed Martin Space Systems Company, the original contractor responsible for the SBIRS program for the past 19 years. Lockheed Martin is deemed the only viable source capable of performing the required services without causing unacceptable program delays. Although this notice is informational and not a request for competitive proposals, interested parties, including small and disadvantaged businesses, are encouraged to express interest and submit relevant capabilities for consideration under FAR guidelines. Subcontracting opportunities may be pursued directly through Lockheed Martin. The contract falls under NAICS code 336414, with a small business size standard of 1,000 employees. Points of contact for technical and contracting inquiries have been provided to facilitate communication regarding this procurement.
