Measurement of Core Temperature and Thermoregulatory Responses during and after Spaceflight in Astronauts
Solicitation # 80JSC027CTTR
NASA Johnson Space Center is issuing a sources-sought Request for Information under solicitation number 80JSC027CTTR to gather data on the measurement of core body temperature and thermoregulatory responses in astronauts. The initiative, managed by the NASA Human Research Program, aims to characterize these responses before, during, and after spaceflight, specifically focusing on normal daily activities, exercise, and the critical phases of re-entry and landing. While the work is targeted for completion of the International Space Station in 2032, the scope may extend to Artemis missions and commercial destinations in low Earth orbit. The agency is seeking recommendations for validated surveillance approaches, technology currently available or in development for use in low Earth orbit and future Moon or Mars missions, and retrospective methodologies for analyzing existing datasets via the NASA Life Sciences Data Portal. Additionally, the RFI requests study recommendations for short- and long-duration missions, including the use of analogs such as suborbital or parabolic flights. Interested parties must submit electronic responses to Tracy L. Quintanilla and Katelyn R. Jaime by October 7, 2026, at 2:00 p.m. CT. This action is for planning purposes only, and no formal solicitation currently exists.

SOURCES SOUGHT FOR COOPERATIVE RESEARCH & DEVELOPMENT PARTNERSHIPS HYPERSONIC INFRARED TARGET SENSING – TRANSITION OPPORTUNITY (HITS-TO)
Solicitation # W911NF-26-HITS-TO
The Hypersonic Infrared Target Sensing Transition Opportunity (HITS-TO) is a Sources Sought notice issued by the Department of Defense to establish cooperative research and development partnerships with U.S. industry, national laboratories, University Affiliated Research Centers, and Federally Funded Research and Development Centers. The initiative aims to create technology transition pathways to mature infrared seeker innovations from TRL/MRL 3-4 to TRL/MRL 5-6, ultimately integrating them into working prototypes for hypersonic weapons. Key technical objectives include improving target location through hypersonic environments and hot windows, developing gimbal-less target discrimination and tracking, creating high-fidelity multi-physics simulations, and conducting hardware-in-the-loop validation at extreme temperatures. This is a non-funded opportunity where partners are expected to self-finance their participation, with a preference for exceptional U.S. entrepreneurial entities. Interested parties must submit a Technical Capability Summary Statement (TCSS) limited to six pages, along with a cover sheet and optional past performance appendix. Submissions are evaluated based on existing technical expertise, engineering development capacity, and financial ability. Due to the nature of the work, respondents must demonstrate the ability to handle controlled unclassified information or classified data, providing necessary facility and personnel clearance documentation. The submission deadline is October 15, 2026, at 1600 ET.

AIR CARGO DETECTION INNOVATION AND DEMONSTRATION BROAD AGENCY ANNOUNCEMENT
Solicitation # 70T04026BAA7573ACD
The Transportation Security Administration (TSA) has issued Broad Agency Announcement 70T04026BAA7573ACD to identify and demonstrate innovative air cargo detection, screening, mitigation, and resilience capabilities. The agency is seeking technologies, software, and algorithms that can improve security effectiveness and operational efficiency within TSA-regulated, industry-operated air cargo environments. To be considered, proposed solutions must be standalone and non-network-based due to security restrictions regarding sensitive TSA databases. The primary goal is to generate objective, measurable evidence through demonstrations in controlled or live environments to inform future acquisition strategies and policy decisions. Interested vendors must submit a white paper in one of three formats: a five-page document, a ten-slide deck, or a seven-minute video with a transcript. Submissions must include company information, a technical description, a Rough Order of Magnitude for demonstration costs, and a transition plan. There are three submission windows closing on January 15, 2027, May 15, 2027, and October 29, 2027, with all responses sent to TSA.Innovation@tsa.dhs.gov. TSA will evaluate submissions based on demonstration feasibility, evaluation quality, vendor capability, cost reasonableness, and transition potential. Selected vendors must provide a system for pre-demonstration assessment within 90 days of selection. The final procurement instrument may take the form of a bailment agreement, other transaction agreement, or memorandum of agreement.

ARMY OPEN SOLICITATION (AOS)
Solicitation # W9128Z-25-S-A002
The Army Open Solicitation (AOS), solicitation number W9128Z-25-S-A002, is an indefinite open solicitation issued by the U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Digital Capability Contracting Center of Excellence. Its primary objective is to support all Army mission areas and maximize Army lethality by rapidly acquiring innovative commercial technologies, research and development solutions, and software acquisition pathway procurements. The AOS leverages a broad range of authorities, including FAR 6.102(d)(2), FAR 35.016 Broad Agency Announcements, and various 10 U.S.C. sections for prototypes and experimental procurements, as well as the Commercial Solutions Opening (CSO) process. Interested parties can engage through two primary methods: responding to Active Capability Gaps (ACG) or submitting proposals in response to specific Calls for Solutions. The award process generally follows a multi-phase approach consisting of a Solution Brief, a Live Pitch, and a final Solution Proposal. Evaluation is based on a hierarchy of Technical Merit, Viability, Feasibility and Desirability, and Schedule and Price. All submissions must be unclassified, and the government does not reimburse companies for costs incurred during the initial three phases of the solicitation process. Key administrative requirements include mandatory registration in the System for Award Management (SAM) and the use of the Wide Area Work Flow (WAWF) for invoicing. Security requirements mandate that all government data reside within the exclusive legal jurisdiction of the United States. Solution Briefs are strictly limited to five written pages in 12-point font or fifteen briefing slides and must be submitted as a single PDF document. While the overall AOS remains open in perpetuity until canceled, individual Calls for Solutions have specific, limited response windows.

Awards may be issued through various instruments, including FAR-based contracts, Other Transaction (OT) agreements, or assistance instruments such as grants and cooperative agreements. The solicitation process typically follows a two-step procedure where unclassified white papers and Rough Order of Magnitude (ROM) cost estimates are evaluated for technical merit and value before full proposals are requested. Evaluation is based on a best-value determination, focusing on scientific soundness and relevance to mission needs. Key requirements for offerors include registration in the System for Award Management (SAM), submission of a Security Program Questionnaire, and certification of current and pending support for key personnel. The program maintains an unrestricted ceiling for the overarching announcement, with individual awards determined by funding availability and proposal quality. Administrative support is provided by designated contractors, and prospective offerors are encouraged to maintain dialogue with government representatives throughout the process.
