NASA Goddard Space Flight Center is awarding a sole-source contract under the 8(a) program for the design, construction, and testing of a Space Qualified Rover Lidar (SQRLi) intended for planetary missions. A central requirement of the project is the modification of the commercial Optotune MR-10-30 scanning mirror to ensure it can withstand the extreme environmental conditions of space flight. The final assembly must feature closed loop and amplitude control and be validated through rigorous thermal, vibration, and reliability testing. The procurement includes the delivery of 25 engineering samples, with 20 used for testing and 5 provided to NASA, alongside all necessary design models, bills of materials, and supporting analyses. This action follows a public notice period on Sam.gov that received no responses. The contract is managed by the NASA Goddard Space Flight Center located in Greenbelt, Maryland.

Full Description

NASA/GSFC shall design, build, and test a Space Qualified Rover Lidar (SQRLi) for use on planetary missions similar to the VIPER lunar rover or Perseverance Mars rover. To that end, NASA has identified the Optotune MR-10-30 scanning mirror as a critical enabling component to meet lidar system level requirements. However, as a commercial product the Optotune MR-10-30 requires some design modifications, analysis and support in order to meet the demanding environmental requirements of space flight planetary missions. Procurement shall include 25 engineering samples (20 to support testing and 5 delivered to NASA) along with associated design models, build of materials and support analyses. The scanning mirror shall be proven to meet SQRLi requirements with preliminary reliability, thermal, and vibration testing. The scanning mirror assembly shall be delivered with closed loop and amplitude control. A notice of NASA's intent to award this sole-source action was synopsized on the GPE website (Sam.gov) per FAR Subpart 5.2. Posted on January 19, 2022, and closed on February 3, 2022 with 0 responses.

HYDROSPHERE, BIOSPHERE, & GEOPHYSICS (HBG) SUPPORT SERVICES II - FINAL REQUEST FOR PROPOSAL (FRFP)
Solicitation # 80GSFC27R0015
The National Aeronautics and Space Administration Goddard Space Flight Center is soliciting proposals for the Hydrosphere, Biosphere, and Geophysics (HBG) Support Services II contract, under solicitation number 80GSFC27R0015. This small business set-aside is a hybrid Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year effective ordering period. The contract allows for the issuance of both Cost Plus Fixed Fee (CPFF) and Firm-Fixed Price (FFP) task orders to support science research and computing activities across various laboratories, including the Cryospheric Sciences, Ocean Ecology, Hydrological Sciences, Biospheric Sciences, Geodesy and Geophysics, and the Terrestrial Information Systems Laboratory. The primary objective is to develop and apply space, field-deployed, and laboratory-based technologies to address societal issues related to water resources, ecosystems, sea level change, and the Earth's magnetic and gravity fields. The scope of work encompasses scientific modeling, simulation, data assimilation, satellite instrument performance analysis, and the planning and execution of field campaigns. Performance will occur at the Goddard Space Flight Center and the contractor's facilities, with acceptance managed by the Contracting Officer or a designated representative. Award selection will be based on a tradeoff approach, prioritizing Mission Suitability as the most important factor, followed by Cost and Past Performance. Proposals must be submitted in four volumes, including a numerically scored Mission Suitability volume and a detailed Cost volume. Additionally, the contractor must adhere to strict security requirements, including the provision of a Cyber Supply Chain Risk Management plan and compliance with NDAA Section 889 regarding telecommunications and surveillance equipment.

Ground Systems and Mission Operations-4 (GSMO-4)
Solicitation # RFI-GSMO4-2027
The National Aeronautics and Space Administration Goddard Space Flight Center is issuing a Request for Information for the Ground Systems and Mission Operations-4 (GSMO-4) contract. This effort seeks market intelligence and technical approaches from qualified vendors to support a diverse portfolio of science and Earth science missions, including the James Webb Space Telescope, Lunar Reconnaissance Orbiter, and the Nancy Grace Roman Space Telescope. The scope of work encompasses the entire mission life cycle, focusing on two primary functional areas: Mission Ground System Support Services, which includes systems engineering and integration and test services, and Mission Operations System Support Services, covering flight operations, launch and early orbit support, flight dynamics, and IT security. The government is specifically exploring a transition from a Cost-Plus-Award-Fee structure to a Firm-Fixed-Price model, potentially utilizing a catalog-style pricing structure based on mission risk classifications or a Core-plus-IDIQ structure for flagship missions. Technical requirements emphasize the adoption of modern DevSecOps methodologies, CI/CD pipelines, and Infrastructure as Code to automate mission operations. Contractors must adhere to strict NASA Procedural Requirements for systems engineering, software engineering, and cybersecurity, including maintaining Authority to Operate (ATO) and managing vulnerability scanning. Responses are due by October 26, 2026, and must include implementation approaches and rough order of magnitude costs.
