This contract, issued by the Air Force Research Laboratory (AFRL) under Broad Agency Announcement (BAA) FA8750-19-S-7004, focuses on advancing technologies related to Space Situational Awareness (SSA), characterization, and event assessment. The BAA facilitates research, development, demonstration, integration, testing, and delivery of innovative methods and tools for space data collection, processing, exploitation, analysis, and dissemination. Emphasis is placed on leveraging new sensor technologies, high-performance computational SSA, and multi-source intelligence integration—including ground, orbital, and cyber perspectives—to develop predictive and comprehensive SSA capabilities. Technical areas of interest include automated pattern recognition, anomaly detection, satellite modeling, orbit estimation, and artificial intelligence/machine learning applications, requiring a Technology Readiness Level of 3 or higher, with specific higher TRL requirements for certain components. The announcement is an open, two-step solicitation accepting only white papers initially, with formal proposals invited thereafter. It has a total funding ceiling of approximately $99.9 million distributed across fiscal years 2019 through 2023, with individual awards typically ranging from $450,000 to $5 million, although larger awards up to the ceiling may be issued. Funding instruments may include contracts, grants, cooperative agreements, or other transactions depending on the nature of the work. The BAA excludes foreign participation except for unclassified fundamental research clearly identified in submissions and requires strict adherence to security and intellectual property protections. Key contacts include Carolyn Sheaff as the BAA Manager and Amber Buckley as the Contracting Officer. The BAA will remain open until September 30, 2023, with submission deadlines recommended for alignment with funding availability.

As of the date of publication of this BAA, the Government cannot identify whether work proposed under this BAA may be considered fundamental research and may award both fundamental and non-fundamental research. Proposers should indicate in their proposal whether they believe the scope of the research included in their proposal is fundamental or not. While proposers should clearly explain the intended results of their research, the Government shall have sole discretion to select award instrument type and to negotiate all instrument terms and conditions with selectees. Appropriate clauses will be included in resultant awards for non-fundamental research to prescribe publication requirements and other restrictions, as appropriate. For certain research projects, it may be possible that although the research being performed by the awardee is restricted research, a sub-awardee may be conducting fundamental research. In those cases, it is the awardee's responsibility to explain in their proposal why its sub-awardee's effort is fundamental research. CLOUD COMPUTING. In accordance with DFARS Clause 252.239-7010, if the development proposed requires storage of Government, or Government-related data on the cloud, offerors need to ensure that the cloud service provider proposed has been granted Provisional Authorization by the Defense Information Systems Agency (DISA) at the level appropriate to the requirement.
