AI Contract Overview
The Space Training and Readiness Command (STARCOM) Headquarters Vital Special Access Program (SAP) Services contract, valued at $87,845,126.32, was awarded as a sole source direct award to Galapagos Federal Systems LLC, a Native Hawaiian Organization-owned, certified SDB 8(a) business based in Kihei, Hawaii. This decision was made because only one out of five qualified respondents was deemed fully capable of fulfilling the contract requirements after rigorous market research and evaluation. The "rule of two," requiring at least two responsible small business contractors to ensure competition, was not met, and there was no expectation that competitive offers could be obtained from 8(a), HUBZone, SDVOSB, WOSB, or EDWOSB businesses. As a result, the contracting officer determined that an 8(a) sole source award under FAR Part 19.8 and DFARS 219.805 was the most suitable acquisition strategy. The contract is classified under NAICS code 541715 (Research and Development in the Physical, Engineering, and Life Sciences) and designation R499, with performance taking place in Colorado Springs, Colorado. The GSA Federal Acquisition Service managed the procurement, and Arcelia Medina is listed as the point of contact for this award. The contract was officially awarded and posted on June 13, 2025, with an archive date set for June 28, 2025.

Full Description
The Government determined that only one out of the five qualified respondents were fully capable of fulfilling the STARCOM requirements. The responses indicated that the rule of two, which states two small business contractors must be capable of performing the requirements in order to achieve competition under Federal Acquisition Regulation (FAR) 19.502-2(b), was not met.
Market research indicates that there is no reasonable expectation that offers will be received from at least two responsible 8(a), HUBZone, SDVOSB, WOSB, or EDWOSB that are competitive in terms of fair market prices, quality, and delivery. This is evident through the analysis of alternatives and market research summarized in the market research report. In conclusion the COs recommendation was that this requirement be issued as a sole source direct award to a Native Hawaiian Organization owned, certified SDB 8(a). After careful analysis and review the acquisition strategy of an 8(a) sole source direct award to Galapagos Federal Systems LLC (UEI:N3GDEB78RNF8), pursuant to FAR Part 19.8 and DFARS 219.805 contracting with the Small Business Administration (8(a) Program) is the best suited acquisition strategy at this time.
