The NEXT Mission is a high priority joint undertaking by NASA and the Department of Commerce, National Oceanic and Atmospheric Administration (NOAA). The NEXT Observatory will provide NOAA with the continuity of solar wind data and Coronal Mass Ejection (CME) imagery, which is the National Weather Service's highest priority for space weather observations. The COR instrument will be part of the Space Weather NEXT satellite. The instrument will provide Coronal imagery of the Sun for detection and characterization of the Earth-directed CMEs. The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 336414 and 1,250 employees, respectively. The anticipated release date of the DRFP is anticipated to be released in October 2022, with a FRFP release date in late November 2022. Offers will be due in January 2023. Ground Systems and Mission Operations-4 (GSMO-4)
Solicitation # RFI-GSMO4-2027
The National Aeronautics and Space Administration Goddard Space Flight Center is issuing a Request for Information for the Ground Systems and Mission Operations-4 (GSMO-4) contract. This effort seeks market intelligence and technical approaches from qualified vendors to support a diverse portfolio of science and Earth science missions, including the James Webb Space Telescope, Lunar Reconnaissance Orbiter, and the Nancy Grace Roman Space Telescope. The scope of work encompasses the entire mission life cycle, focusing on two primary functional areas: Mission Ground System Support Services, which includes systems engineering and integration and test services, and Mission Operations System Support Services, covering flight operations, launch and early orbit support, flight dynamics, and IT security. The government is specifically exploring a transition from a Cost-Plus-Award-Fee structure to a Firm-Fixed-Price model, potentially utilizing a catalog-style pricing structure based on mission risk classifications or a Core-plus-IDIQ structure for flagship missions. Technical requirements emphasize the adoption of modern DevSecOps methodologies, CI/CD pipelines, and Infrastructure as Code to automate mission operations. Contractors must adhere to strict NASA Procedural Requirements for systems engineering, software engineering, and cybersecurity, including maintaining Authority to Operate (ATO) and managing vulnerability scanning. Responses are due by October 26, 2026, and must include implementation approaches and rough order of magnitude costs.
