The contract pertains to the procurement of a spacer and sleeve with NSN 5365-01-371-6221 under solicitation SPE4A7-26-R-X946 issued by the Defense Logistics Agency, a component of the Department of Defense. The solicitation is structured as a Simplified Indefinite Delivery Contract with a five-year term or until aggregate orders reach $350,000, requiring a guaranteed minimum order of 95 units in the base year with a maximum order limit of 190 units per order. Delivery is governed by FOB Origin terms, with shipments directed to various Continental United States stock locations determined by government-issued ship-to codes. The item is subject to mandatory compliance with ASTM D3951 and DLA’s Master List of Technical and Quality Requirements for packaging and preservation, and all labeling and marking must adhere strictly to MIL-STD-129, including UCC/EAN-128 barcoding and hazard communication standards per 29 CFR 1910.1200 for controlled substances. Inspection and acceptance are the government’s responsibility governed by FAR 52.246-2, with sampling protocols using MIL-STD-1916 and stringent acceptable quality levels: 0.1 for critical, 1.0 for major, and 4.0 for minor defects. Contractual compliance extends to numerous federal regulatory mandates including the Buy American Act and Trade Agreements Act, prohibitions on hexavalent chromium and toxic substance disposal, restrictions on fluorinated fire-fighting agents, and requirements for sustainable product acquisition. Affirmative action and workforce protections include equal opportunity for veterans and workers with disabilities, paid sick leave under Executive Order 13706, and clauses prohibiting human trafficking and discrimination based on diversity, equity, and inclusion. Cybersecurity compliance is enforced through NIST SP 800-171 and DFARS 252.204-7012, with a requirement for DoD assessment under deviation 2026-00025, and mandatory antiterrorism training. Electronic invoicing via WAWF is required, and offerors must maintain active SAM registration and provide UEI and CAGE codes. Section K mandates representations regarding small business status, socioeconomic classifications, and compliance with prohibitions on covered telecommunications equipment. The sole required attachment is a PDF detailing packaging and marking specifications
