Spallumcheen System Water Meters

The Township of Spallumcheen is soliciting bids for the construction of two new water meter vaults located in Lansdowne and Silver Star. The scope of work includes the installation of a 150 mm PVC C900 DR18 watermain and flow meter in Lansdowne with four hot tap connections, and a 100 mm PVC C900 DR18 watermain and flow meter in Silver Star with two hot tap connections. These hot tap connections are designed to keep existing watermains in service during construction. The project involves comprehensive civil works, including trench excavation with a minimum 1.5 m cover, pavement saw cutting, and surface restoration. All water mains must be flushed, disinfected, and bacteriological tested per AWWA C651, with civil piping required to withstand a test pressure of 235 psi. This is a unit price contract based on the Master Municipal Construction Documents Platinum Edition 2009. Tenders must be submitted electronically by September 24, 2026. The estimated notice to proceed is October 5, 2026, with a substantial performance deadline of December 4, 2026. Award requirements include a Worksafe BC clearance letter, insurance policies, and a baseline construction schedule. Successful bidders must provide a performance bond and a labour and material payment bond, each for 50 percent of the contract price. Late completion is subject to liquidated damages of 1,500 dollars per day. Technical specifications allow for battery-operated meter alternatives from Kamstrup, Neptune, or Xylem, provided they are compatible with Sensus SmartPoint 520M endpoints and fit within the 1200 mm manholes.
