The U.S. Coast Guard is conducting market research via a Request for Information to identify capable sources for the design, engineering, fabrication, delivery, installation, and commissioning of a Joint Maritime Training Facility live-fire maritime/urban training system. Located at the Special Missions Training Center within Marine Corps Base Camp Lejeune, North Carolina, the facility will support multi-level tactical training for maritime interdiction, close-quarters combat, breaching, and vertical access. The system must be suitable for a coastal environment and feature a ballistic containment system rated for 6.8 mm XM1188E1 ammunition, supplemented by sacrificial ballistic rubber blocks or a bullet-trap system. The anticipated scope of work includes the delivery of a complete operational facility featuring three occupied training levels, a tower deck, and reconfigurable urban and maritime environments with ship-style hatches and grated decks. The contractor will be responsible for all project management, structural and civil engineering, and the installation of essential utilities, including fire/life-safety and ventilation systems. The period of performance is expected not to exceed 300 calendar days from the date of award. While this is currently an RFI and not a formal solicitation, the government is seeking technical concepts, past performance summaries, and non-binding rough order of magnitude cost estimates to refine its acquisition strategy.

Purpose: The U.S. Coast Guard (USCG) is issuing this Request for Information (RFI) for market-research purposes to identify capable sources; available commercial solutions; current industry practices; potential acquisition approaches; and relevant technical, schedule, lifecycle-support, and cost information for the design, engineering, fabrication, delivery, installation, integration, testing, certification/validation, and commissioning of a Joint Maritime Training Facility (JMTF) live-fire maritime/urban training system.

Site Visit Location: Participants are requested to assemble at The Marine Corps Base Camp Lejeune Provost Marshal’s Office is located in Building 58 on Virginia Dare Drive, Camp Lejeune, North Carolina. Date: November 10, 2026

The contemplated requirement is for a complete and operational live-fire training system at the USCG Special Missions Training Center (SMTC), Courthouse Bay, Marine Corps Base Camp Lejeune, North Carolina. The facility must support realistic, modular, multi-level tactical training, including maritime interdiction, close-quarters combat, vertical access, breaching, and related joint-service mission sets. The system must integrate ballistic containment with maritime and urban training features and be suitable for repeated use in an outdoor coastal environment.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 236220.

Disclaimer: There is no solicitation at this time. This RFI is not a request for proposals; submission of any information in response to this request is purely voluntary; the Government will not pay for any costs incurred nor is obligated to respond. All submissions become Government property and will not be returned.

After reviewing RFI responses to this RFI, and if the USCG still plans to proceed with the acquisition, a solicitation announcement may be published on the Contract Opportunities (formerly FedBizOpps) website or distributed to contract holders if a strategically-sourced vehicle is deemed appropriate. It is the responsibility of the interested parties to monitor the Contract Opportunities website.

Failure to respond or submit sufficiently detailed information may result in a company not being considered a likely offeror when making a decision on whether or how to set aside a solicitation for restricted competition. Regardless of the information submitted, the Government reserves the right to consider any arrangement as determined appropriate for this requirement.

No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose determined necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.
The anticipated contractor would provide all labor, supervision, project management, engineering, materials, equipment, transportation, installation, testing, documentation, commissioning, and training necessary to deliver a complete live-fire maritime/urban training facility.

The anticipated effort includes:

  • Complete facility design and engineering, including ballistic, structural, civil, architectural, mechanical, electrical, fire/life-safety, safety, and training-system interfaces.
  • Preparation of a Design Basis Report; design packages; calculations; submittals; shop and fabrication drawings; installation plans; final as-built drawings; and operations and maintenance (O&M) manuals.
  • Fabrication, delivery, installation, integration, testing, ballistic certification or validation, commissioning, and Government acceptance support.
  • A ballistic wall and containment system rated and validated for the Government-approved firing geometry, engagement distances, and training conditions, with a planning threat basis of 6.8 mm XM1188E1 ammunition, with an additional 12-inch layer of sacrificial ballistic rubber blocks or an appropriate bullet-trap target system.
  • Projectile-management and ricochet-mitigation surfacing; reconfigurable ballistic panels; and portable bullet traps.
  • A multi-level training system incorporating urban, maritime, and lower-deck training areas; configurable rooms and corridors; ship-type doors and hatches; ladders; grated decks; confined passageways; vertical-access/rappelling features; observation catwalks; and instructor viewing platforms.
  • Foundations, slabs, structural framing, site preparation, drainage, lighting, electrical distribution, ventilation/air exchange, weather protection, fire detection/alarm components, emergency egress, and other systems required for the approved design.
  • Corrosion resistance and weather protection appropriate for a coastal Camp Lejeune environment.
  • Operator/instructor training, maintenance training, recommended spare-parts lists, inspection checklists, maintenance schedules, and lifecycle-support recommendations.
  • Project management, recurring coordination meetings, progress reporting, integrated scheduling, and coordination with Camp Lejeune access, safety, security, delivery, and range-operation requirements.

The anticipated period of performance will not exceed 300 calendar days from date of award or Notice to Proceed. The primary place of performance will be Marine Corps Base Camp Lejeune, North Carolina; design and fabrication may occur at contractor facilities.

The Government’s planning material includes differing conceptual dimensions—an approximately 50-foot by 120-foot live-fire footprint and an approximately 140-foot by 70-foot overall concept footprint with a tower-deck elevation of approximately 30 feet. Respondents should identify their recommended dimensions, elevations, clearances, and facility configuration, along with the assumptions supporting their recommendation.

Request: If your organization has experience designing, manufacturing, installing, certifying/validating, and sustaining live-fire ballistic training facilities, modular shoot houses, maritime training systems, tactical training towers, or comparable integrated training systems, please provide the following information:

  1. Organization name
  2. Address
