The U.S. Department of Energy’s Office of Health, Safety, and Security (HSS) plans to extend the current Task Order DE-DT0000088 with Project Enhancement Corporation (PEC) for an additional two months to maintain continuous support during the competitive procurement process under RFP number DE-SOL-0005606. The existing contract with PEC is set to expire on February 25, 2014, and this sole-source extension is justified under Federal Acquisition Regulation provisions due to PEC being the only responsible source with the necessary Q-cleared personnel and specialized technical expertise crucial to meeting HSS’s requirements without interruption. The extension ensures that no gap occurs in the critical engineering and technical assistance PEC provides, covering a wide range of disciplines including nuclear and non-nuclear operations, hazard management, facility decommissioning, environmental restoration, waste management, safety and security analysis, regulatory compliance, risk management, and safety excellence programs. This extension will adhere to the existing Statement of Work and maintain PEC’s support role until a new competitive contract is awarded. PEC’s unique combination of cleared personnel and deep familiarity with HSS’s program needs makes it indispensable for continuing high-quality support related to health, safety, and security technical challenges across the DOE’s various operational areas. Inquiries and responses related to this Special Notice for contract number DE-DT0000088 are to be submitted via email as specified, ensuring transparency and proper communication throughout this temporary performance extension.
