Solicitation # 7074
The Town of Yucca Valley is soliciting professional civil engineering design services for the Yucca Trail Widening Project, located between Palomar/Avalon Avenue and La Contenta Road in Yucca Valley, California. The selected contractor will be responsible for creating a comprehensive Plans, Specifications, and Engineer's Estimates package, which includes street improvement, signing, striping, and streetlight plans, as well as final cost estimates and record drawings. The scope requires the consultant to evaluate the project for safety, constructability, utility conflicts, right-of-way constraints, and ADA compliance, utilizing the latest version of AutoCAD and adhering to the Standard Specifications for Public Works Construction and Town driveway standards. The agreement is for an initial term of two years, with a possible two-year extension upon mutual consent. Proposals must be submitted in two separate sealed envelopes by December 3, 2026, with the technical proposal limited to ten pages. Evaluation criteria include the service approach, company qualifications, past performance, proximity of the contractor's office, and the ability to commence work immediately. Compensation will be negotiated after the contractor is selected, and the Town aims to process undisputed monthly invoices within forty-five days. While the contractor must provide worker's compensation and indemnity insurance, it is noted that California prevailing wage laws do not apply to this specific agreement.

The analysis shall be performed with the initial assumption that the rails and supporting structure are at 100%. Various wastage scenarios shall then be applied to the FEA model to iteratively show both deflections and stresses in the web, flange, and supporting structure of the rail system. Multiple iterations will be required to develop a robust database capable of predicting structural adequacy and deflections in various wastage conditions. The documentation of the existing structure is available but may not be sufficiently legible or detailed. It can be used to develop an initial FEA model, but a ship-check will be necessary to validate the structural details used in developing the FEA model. Also, during this ship-check, stress/strain testing will be required to validate the model. This requirement will be fulfilled through a firm-fixed-price task order. The period of performance will be approximately eight (8) months. This procurement is a FAR Part 12 acquisition conducted using FAR Part 13.5 procedures.
