The United States Air Force Life Cycle Management Center (AFLCMC) is set to contract with Rockwell Collins, Inc. for the modification of three French Air Force KC-135R aircraft, upgrading them from their current Block 0 configuration to the Block 40 Global Air Traffic Management (GATM) standard. This procurement is a sole source, firm-fixed price contract under a Foreign Military Sales (FMS) arrangement with France, leveraging a Letter of Agreement and subject to International Traffic Arms Regulations (ITAR) and National Security Agency (NSA) oversight due to the inclusion of Significant Military Equipment. The upgrades encompass avionics through the Pacer Compass Radar and GPS system, Global Air Traffic Management kits, rewiring of multiple control columns, installation of the Control Column Actuator Brake (a key safety enhancement), fuel system improvements, and other minor hardware and software enhancements. These modifications aim to modernize the aircraft, improve mission capability, extend operational life through 2046, and allow the aircraft to safely operate in restricted airspace. The modification work will be primarily performed by Rockwell Collins, with Boeing subcontracted for installation at their San Antonio, Texas facility. The contract includes various line items spanning non-recurring engineering, installation kits, program management, spares, and reporting. The performance period is slated for three years, with delivery and inspection conducted at the source. While the contract is not set aside for small businesses, there is an emphasis on small business utilization within the subcontracting plan. The contract specialist overseeing the acquisition is Misti DeShields at Tinker Air Force Base, Oklahoma. An ombudsman has been appointed to address any offeror concerns confidentially during the proposal phase, although the contract itself remains a sole source award to Rockwell Collins as per the FMS Letter of Offer and Acceptance.
