Special Notice One Pyranometer and Three Kipp & Zonen model CGR4 Pyrgeometer, long wavelength solar radiation sensors *** National Oceanic and Atmospheric Administration Sciences Laboratory (NOAA), Oceanic Atmospheric Research (OAR), Pacific Marine Environmental Laboratory (PMEL) intends negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Environmental Analytical Systems, to purchase One Pyranometer and Three Kipp & Zonen model CGR4 Pyrgeometer, long wavelength solar radiation sensors. The original equipment manufacturer is OTT Hydromet Corp. To be delivered to Seattle, WA. ***The sole source determination is based on NOAA's requirement that OTT Hydromet Corp is the only authorized vendor that PMEL is able to purchase long wavelength solar radiation sensors. These highly accurate radiometers will be developed for use on Autonomous Sailing Vehicles (ASV's) from Saildrone Inc. PMEL requires Kipp & Zonen model sensors to be functionally identical to units that were purchased previously for a similar use on ASV Saildrones. These sensors will be deployed on Saildrone missions in support of the Atlantic Tradewind Ocean-Atmosphere Mesoscale Interaction Campaign (ATOMIC). NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
