AI Contract Overview

The Department of Commerce NOAA intends to procure EdgeTech PORT LF acoustic releases and associated coupling hardware for the Cetacean Research Program. These components are essential for long term monitoring using oceanographic sensors and passive acoustic recorders. The government is pursuing a sole source procurement from EdgeTech, LLC, because the new equipment must be compatible with an existing inventory of 19 releases and three proprietary acoustic command boxes. Utilizing a different brand would necessitate the purchase of new command boxes and the fabrication of new coupling hardware, potentially requiring a redesign of the mooring system. This acquisition will be conducted as a firm-fixed-price purchase order under FAR Part 12 and FAR Part 13, with an expected delivery date of January 15, 2019. The procurement falls under NAICS code 334511. While the government believes only EdgeTech, LLC can meet these specific technical requirements, interested parties with the necessary expertise were invited to submit documentation to the Contracting Officer by December 14, 2018. All participating vendors must be registered in the System for Award Management and possess a Dun and Bradstreet Number.

Full Description

This is a Special Notice of the government's intent to procure EdgeTech PORT LF acoustic releases along with the hardware to couple them together. These acoustic releases will be used on moorings used for long term monitoring with oceanographic sensor or passive acoustic recorders. The Cetacean Research Program (CRP) has an existing inventory of 19 EdgeTech acoustic releases used as part of the mooring system for passive acoustic recorders. All acoustic releases must be able to communicate with our inventory of three EdgeTech acoustic command boxes and individual releases must be able to be combined with any other release in our inventory to provide redundant release system. The acoustic command boxes use proprietary command codes specific to EdgeTech releases. Therefore, acoustic releases from a different company would not be compatible with CRP's existing command boxes and would require purchasing command boxes in addition to the acoustic release. Further, coupling a release of a different brand or type with any of our EdgeTech releases would require additional cost to fabricate new coupling hardware, and may require redesign of the mooring system to accommodate releases of different size and or weight. PIFSC proposes to purchase the required instrumentation on a sole source basis from EdgeTech, LLC. The Government intends to acquire the equipment using FAR Part 12, Acquisition of Commercial Items in conjunction with FAR Part 13, Simplified Acquisition Procedures. The Government intends to negotiate a firm-fixed-price purchase order with an approximate delivery date of January 15, 2019. The NAICS code for this procurement is 334511 with a corresponding size standard of 1,250 employees. This Special Notice is not a request for competitive proposals and no solicitation package is available; however, potential sources who believe they have the expertise and capability to meet the requirements may submit such documentation to the attention of the Contracting Officer via email at contact@example.gov no later than Thursday, December 14, 2018 at 10:00 a.m. HST. Oral communications are not acceptable in response to this notice. A determination not to compete this requirement is solely the Government's discretion as it is the Government's belief that only Edgetech, LLC. can provide the requirements as stated above. All vendors doing business with the Government are required to be registered in the System for Award Management (SAM). No award can be made unless the vendor is registered in SAM. For additional information, and to register, please see www.sam.gov. All offerors must also obtain a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at +1 (555) 000-0000.
