The Space and Naval Warfare Systems Center Pacific (SSC Pacific) plans to award a sole source contract to Fischer Custom Communications, Inc. (FCC) for the procurement, engineering, and fabrication of current probes designed for shipboard and other relevant environments. This contract will be an indefinite delivery/indefinite quantity (IDIQ) type with a two-year performance period, incorporating both Firm Fixed Price and Cost Plus Fixed Fee line items. The current probes are specialized devices that couple to ship or vehicle structures to function as antennas over a broad radio frequency spectrum, including very low through ultra-high frequencies. FCC uniquely possesses the proprietary technology, materials, and expertise critical to this development, supported by patents held for RF current-sensing and injecting antenna devices, as well as Small Business Innovation Research (SBIR) data rights. This exclusivity forms the basis for the sole source procurement under the authority allowing no other suppliers to meet the agency’s requirements. The total estimated contract value is over one million dollars, classified under NAICS Code 541330 for engineering services. Although this notice is not a solicitation for competitive proposals, the government will consider any statements of interest or capability submitted within 15 days of the notice’s publication, after which a decision to compete or proceed solely with FCC will be made at the government’s discretion. Communication regarding this notice must be submitted via email by the specified deadline, as phone or fax inquiries will not be entertained. The contract aligns with federal acquisition regulations governing sole source awards and reflects a strategic investment in specialized technology critical to Navy operations.

The proposed procurement action will result in an indefinite delivery/indefinite quantity (IDIQ) contract for a two-year period of performance. This IDIQ contract will include the procurement, engineering, and fabrication of current probes to be tested and potentially installed in shipboard or other applicable environments. The developed current probe device will be designed to couple to ship and vehicle structures to form an antenna utilized over a large Radio Frequency (RF) span including Very Low Frequency, Low Frequency, High Frequency, Very High Frequency, and Ultra High Frequency. Under SBIR contract efforts, FCC developed the materials and technology to provide the required electrical characteristics and RF performance. The company holds the following patents related to the current probe technology: a. RF current-sensing coupled antenna device, U.S. Patent 5,633,648 b. RF current injecting antenna device probes, U.S. Patent 6,492,956 The design of the current probes are dependent on knowledge of performance characteristics of magnetic materials outside the normal frequency range of their usage; a skill that has been developed by FCC and is unique to their company. Accordingly, FCC currently retains SBIR data rights in connection with these developments and is the only firm capable of providing the services. The applicable North American Industry Classification Systems (NAICS Code) is 541330. The proposed solicitation number is N66001-14-R-0124 and the intended contract number is N66001-14-D-0124.
