The Special Operations Forces Aviation Systems Trainers - Enhancements II (SOFAST-E II) contract is a Small Business Set Aside planned as a single award Indefinite Delivery Indefinite Quantity (ID/IQ) contract with an anticipated ceiling of approximately $218 million. Managed by the U.S. Army Program Executive Office for Simulation, Training and Instrumentation, the contract supports the 160th Special Operations Aviation Regiment (Airborne) at Ft. Campbell, KY. The contractor will be responsible for designing, building, testing, modifying, and fielding capabilities related to Combat Mission Simulators (CMSs), Combat Flight Training Devices (CFTDs), and associated peripherals that enable live, virtual, and constructive training environments. Key systems under this contract also include the Mission Rehearsal Exercise Training System (MRETS), Mission Rehearsal Operations Center (MROC), Storage Area Network (SAN), and Desk Top Trainers (DTT). The effort demands that simulation devices remain current and concurrent with operational aircraft platforms and mission profiles to fully support the training requirements of the 160th SOAR (A). The government initiated the acquisition process with draft solicitation documents and an Industry Day held in August 2019 at Ft. Campbell to brief prospective offerors on contract requirements and gather industry feedback. Interested parties were invited to review draft sections of the solicitation and Statements of Work (SOWs) following a vendor vetting process. The Industry Day included site visits and one-on-one sessions, emphasizing transparency and solicitation quality. While no funds were provided for proposal preparation, this phase was intended to refine the acquisition approach. The SOFAST-E II solicitation has since been renumbered for Fiscal Year 2020, reflecting procedural updates. Key points of contact include the Contract Specialist and Technical Project Director for inquiries, highlighting the government's commitment to a thorough and collaborative vendor engagement process.
