Request for Quotation (RFQ) number is N66604-15-Q-3435. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2015-83. NUWC Division Newport intends to place a purchase order with iXBlue Inc., for the following item: One (1) EA Special Two-Axis EVO-AMI Rate Table test instrument - part number PAA00257. Required delivery is 7 months after award, F.O.B. Destination Naval Station Newport; Newport, RI 02841. The command set of the iXBlue EVO-AMI Rate Table test instrument has been used in integration and validated as part of MK 695 Software Build 5.0 and has been proven to be fully functional with the Comprehensive System Test of the MK 54 Torpedo. Integration of the iXBlue EVO-AMI Rate Table test instrument has been completed through validation and verification test which required a substantial expenditure of Non Recurring Engineering funds. Selecting a different rate table would require significant funding to physically integrate, develop software, and document the replacements. Additional expenditures for another Rate Table's retrofit, integration, and test are unfunded and there is no room in the project schedule to achieve integration of different test instrumentation into the MK 695 Torpedo System Test Set. iXBlue Inc. is the sole provider of the proprietary material components needed to support MK 695 Comprehensive System Test requirements. All other timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1, Instructions to Offerors - Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2, Evaluation - Commercial Items. Evaluation factors are technical capability, price and past performance. Each factor is equally important.
