This is a Request for Information (RFI) only. This is not a solicitation for proposals and no contract will be awarded from this notice. The Air Force Nuclear Weapons Center (AFNWC) at Hill Air Force Base is conducting market research to identify specialized freight carriers capable of providing a turnkey "Transport-as-a-Service" (TaaS) solution for highly secure, climate-controlled, hazardous material (HAZMAT) cargo.

The Government is evaluating a potential acquisition strategy to procure a commercial transportation service as a low-cost alternative to a full-scale Engineering & Manufacturing Development (EMD) program.

The attached Performance Work Statement (PWS) and "RFI RESPONDENT INSTRUCTIONS Commercial Transport" documents describe the key performance requirements and the specific questions the Government is seeking industry feedback on. Key areas of interest include:

A carrier's experience and licensing for transporting highly toxic/corrosive HAZMAT.

The availability of a driver pool with active DoD Secret clearances.

Fleet capabilities for maintaining strict climate control and providing redundant power.

Sufficient liability and excess cargo insurance to cover high-value national assets.

Instructions to Respondents:

Interested parties are requested to review the attached documents and provide a formal written response that addresses all questions listed in the "RFI RESPONDENT INSTRUCTIONS Commercial Transport.docx" file. Your responses will be used to determine the feasibility of a service-based acquisition approach and to finalize the Government's acquisition strategy.

Please submit responses to courtney.eubanks@us.af.mil and torrey.boggs.2@us.af.mil

BULK PETROLEUM DELIVERY SERVICE, USFK WIDE, SOUTH KOREA
Solicitation # W90VN926RA074
This unrestricted solicitation, issued by the 0906 Aq Co Det A Contracting Office, seeks a single award for bulk petroleum delivery services throughout the South Korean peninsula in support of DLA Energy and USFK. The contract covers a five-year period of performance from November 1, 2026, to October 31, 2031, involving the transportation of aviation turbine, diesel, and gasoline fuels using ROK safety-certified tank trucks with capacities between 1,000 and 8,600 gallons. Key responsibilities include managing fuel distribution from Defense Fuel Support Points to various storage locations, providing tank truck cleaning services, and ensuring all shipments are properly sealed and documented using DD Form 1149 and DD Form 1348-7. The contractor is required to develop and submit a Quality Control Plan and a Safety Plan within ten working days of award, adhering to both U.S. and Republic of Korea laws and safety standards. The government will award the contract based on a Past Performance-Price Tradeoff process. This involves a two-step evaluation: first, a technical phase where proposals must meet mandatory requirements—including cargo vehicle transportation permissions, vehicle ownership verification, and key personnel qualifications—on an acceptable/unacceptable basis; and second, a tradeoff phase where past performance and price are weighed to determine the best value. Proposals must be submitted electronically via the PIEE Solicitation Module by the September 18, 2026, deadline. Offerors must also provide Past Performance Questionnaires from two previous contracts and certify that all proposed costs are exclusive of Republic of Korea Value-Added Tax, as per the Status of Forces Agreement. Payment for services will be processed electronically through the Wide Area WorkFlow system.

COTS Trailer/Modification Propulsion System Rocket Engine Transport Trailer (PTT2)
Solicitation # FA8214PTT2COTS
The Air Force Nuclear Weapons Center at Hill Air Force Base is conducting market research via a Request for Information to identify commercial trailer manufacturers capable of producing the Second-Generation Propulsion System Rocket Engine Transport Trailer (PTT2). The government aims to adapt a proven commercial off-the-shelf refrigerated or insulated freight trailer as a low-cost alternative to a full-scale development program. The project is structured in two phases: Phase 1 involves the delivery of one first article trailer for qualification testing, and Phase 2 involves the production and delivery of four production-configured trailers. Technical requirements for the PTT2 include the integration of six sets of side-opening cargo doors, reinforced flooring for heavy concentrated loads, and interior liners compatible with hazardous chemicals such as Monomethylhydrazine and Nitrogen Tetroxide. Additional specifications include the installation of exterior atmospheric sampling ports, a diesel-powered Environmental Control Unit, and an electrostatic discharge protection system. The contractor must provide commercial CAD models, structural calculations, and on-site technical support during government-led testing, which includes climatic chamber, road dynamic, and EMI/EMC testing under MIL-STD-461. Safety compliance requires explosive placard brackets conforming to 49 CFR Part 172 on all four exterior sides.

Flight Test, Telemetry and Termination (FT3) Flight Test Kit Production
Solicitation # FA821426RB004
The Department of the Air Force, through the Air Force Nuclear Weapons Center, is soliciting the production and delivery of twenty-five flight test kit replenishment spares for the Flight Test, Telemetry, and Termination (FT3) Program. These kits, which include a Flight Destruct System and an Integrated Instrumentation System, are critical for the Air Force Global Strike Command Minuteman III Intercontinental Ballistic Missile Force Development Evaluation Operational Test Launch Program. The government intends to award this as a sole-source, firm-fixed-price contract to The Boeing Company, citing their unique technical data and manufacturing infrastructure as essential to avoid significant cost duplications and schedule delays. The total estimated program value is approximately 955 million dollars, with a period of performance spanning from October 2027 through September 2035. The contractor is responsible for the assembly, testing, and just-in-time delivery of the kits to Vandenberg Space Force Base, California, precisely 120 days prior to scheduled launches, with the first delivery expected in January 2032. Technical compliance is required under Range Commanders Council standards RCC-319 and RCC-324, and the contractor must adhere to strict quality control, packaging, and operations security protocols. Final acceptance testing and certification for flight will be conducted by government personnel at Vandenberg Space Force Base. The contract also mandates the use of Wide Area WorkFlow for invoicing and requires the implementation of subcontracting plans that include service-disabled veteran-owned small businesses and HubZone entities.
