The Department of Homeland Security (DHS) Office of Health Security (OHS) has an immediate and urgent requirement to procure specialized emergency medical services equipment. The specialized kits will be utilized by OHS Field Medical Operations in support of force health protection and operational medicine activities during the 2026 FIFA World Cup, Freedom 250 (America’s 250th Birthday), and other short-term special events with a high-threat environment and public safety concerns. Additionally, pursuant to statutory authority in 6 USC 597a, OHS clinicians will utilize the equipment in the provision of operational medical support to U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection during immigration enforcement, removal and repatriation operations, and provision of such support to the U.S. Secret Service as part of the OHS Protective Medicine Program.


Requirements:


The contractor shall provide the following fully assembled emergency medical equipment/supply kits and quantities as follows:


Clinic-in-a-Box: FOMS Physician and Clinician Mobile Clinical Loadout. This mobile clinical loadout supports physician and clinician led on-site assessment, diagnostic evaluation, treatment and clinical response across federal events, operational, emergency and contingency environments. Quantity 2.


Mobile Kit: FOMS Mobile Medical System. These smaller mobile kits support on-site clinical assessment, point-of-care testing, diagnostic evaluation, treatment and rapid resupply in operational environments. Quantity 11.


Expedited Sourcing and Delivery: Due to the urgency of this requirement, DHS/OHS requires expedited sourcing and processing of the order. DHS/OHS requires expedited sourcing to ensure that the equipment is ready to ship by July 31, 2026. If availability of equipment permits, the vendor shall ship kits on a partial-order and rolling basis until all 13 kits have been delivered.
