The National Institutes of Health, through its Office of Logistics and Operations and Office of Acquisition and Logistics Management, intends to award a non-competitive contract to Hologic Sales and Service, LLC/ Diagenode, LLC for the purchase of a Bioruptor Pico sonication device under the simplified acquisition procedures of the Federal Acquisition Regulation. This action is justified by the unique capabilities of the Bioruptor Pico, which is specifically designed to meet the high-throughput, micro-volume sonication needs of the Laboratory of Biochemistry and Genetics for applications including next-generation sequencing and chromatin immunoprecipitation sequencing. The device is essential for reproducibly shearing DNA, RNA, and chromatin from sample volumes ranging from 5 microliters to 2 milliliters while maintaining sample integrity through precise temperature control and consistent performance across multiple sample types, including formalin-fixed tissues. The procurement is classified under NAICS code 423450 with a $500,000 size standard and will not exceed the simplified acquisition threshold of $350,000, allowing the agency to bypass full and open competition under FAR Part 13. This presolicitation provides an opportunity for other interested parties to submit capability statements, technical and cost proposals, and required business documentation including UEI, TIN, SAM registration, and business size certification, though it is not a request for competitive bids. All responses must be received by June 8, 2026, at 9:00 AM Eastern Time and submitted electronically to the Contracting Officer. The government retains sole discretion to evaluate responses and determine whether to proceed with the non-competitive award to the named vendor or reopen the procurement for competition. The place of performance is Bethesda, Maryland, and no set-aside designation applies to this acquisition. The device will be used to support critical genomic research initiatives requiring precision, scalability, and reliability in sample preparation workflows.

GENERAL INFORMATION

  1. Title: Purchase of Bioruptor Pico sonication device
  2. Background Information: The Laboratory of Biochemistry and Genetics is currently engaged in high-throughput genomic and epigenomic studies that require precise and reproducible sample preparation. A critical component of workflows involves the shearing of deoxyribonucleic acid (DNA), ribonucleic acid (RNA), and chromatin to specific fragment sizes suitable for next-generation sequencing (NGS), chromatin immunoprecipitation sequencing (ChIP-seq), and other downstream applications. To achieve optimal results, it is essential to utilize a sonication device that offers consistent performance, scalability, and compatibility with low sample volumes.

The Bioruptor® Pico sonication device is uniquely positioned to meet the Government’s needs. This all-in-one shearing system is optimized for processing micro-volumes ranging from 5 µl to 2 ml, accommodating a wide array of sample types, including deoxyribonucleic acid, ribonucleic acid, and chromatin. Its ability to simultaneously sonicate 6 to 12 samples ensures high-throughput capabilities, which is crucial for our large-scale studies. The device's advanced timing control and integrated cooling system provide precise temperature regulation, preserving sample integrity and ensuring reproducible fragmentation profiles.

Furthermore, the Bioruptor® Pico's compatibility with various sample types, including formalin-fixed paraffin-embedded tissues and plant samples, enhances its versatility and applicability across different research projects. Its user-friendly design and robust performance have been validated through numerous peer-reviewed publications, underscoring its reliability in generating high-quality data. In summary, the Bioruptor® Pico sonication device aligns with the laboratory's needs for efficient, reproducible, and scalable sample preparation. Investing in this technology will not only streamline workflows but also enhance the quality and consistency of our research outcomes.
