AI Contract Overview
The solicitation 19AQMM26R0156 seeks comprehensive global logistics support for the procurement of Specialized Operational Equipment (SOE) and Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) equipment to support the Bureau of Arms Control and Nonproliferation and the Office of Nonproliferation Disarmament Fund. The equipment includes thermal and night vision imagery systems, nonintrusive inspection systems, TSA-approved baggage scanners, autonomous small unmanned aerial systems, CBRNE detection and auxiliary gear, and Personal Protective Equipment, all governed by the detailed SOE & CBRNE Equipment List. Performance requires end-to-end logistics including shipment coordination from contractor or government warehouses to designated international locations, export control documentation, customs clearance, and technical subject matter expert support for NDF programs. The contract is structured as a Basic Ordering Agreement with a one-year base period and four one-year options, with a total estimated value of $75 million, of which $15 million is allocated for the base and $60 million for unexercised options. The base period includes equipment, labor, logistics support, and insurance line items, with pricing structured at firm fixed price terms. Proposals must be submitted electronically in two volumes: a Technical Proposal with strict page limits per evaluation factor and a Price Proposal in Microsoft Excel with displayed formulas. Evaluation is based on a best value trade-off among three equally weighted non-price factors—Technical Understanding of the Requirement, Technical and Management Approach to the Sample Call Order, and Relevant Past Performance—with Price playing a significantly lesser role. Offerors must be responsible under FAR Subpart 9.1 and fully conform to all solicitation requirements. Key personnel must include a certified Program Manager, Deputy Project/Logistics Manager, and WMD SME, and all personnel must possess a TOP SECRET clearance prior to performance; a facility clearance at the same level is mandatory. Security protocols require adherence to DD Form 254, FAR 52.204-2, and NISPOM for handling classified materials, with additional requirements for SCI and COMSEC access. All subcontractors must flow down the organizational conflict of interest clause, and contractors must certify compliance with federal anti-discrimination laws. Inspection and acceptance occur at destination under F.O.B. Destination terms, with testing requirements varying by equipment tier—Site Acceptance Testing for Tier 3 and both Factory and Site Acceptance Testing for Tier 4. Proposals are due by 11:0
