The Department of Energy Office of Energy and Threat intends to award a sole source, Firm Fixed Price contract to IPD Latin America Ltd. for specialized energy-focused subscription products and consulting services. The contract provides six subscribers with access to Venezuelan EnergyNet and Mexico EnergyNet, which track energy security, supply, infrastructure, and investment in those regions. The agreement includes management advisory services from subject matter experts and an optional deep-dive project study to analyze risks to US energy interests resulting from events in Venezuela or Mexico. The contract is structured for four 12-month performance periods at the discretion of the government. This non-competitive procurement is justified under the Competition in Contracting Act because IPD is identified as the only responsible source capable of satisfying the agency's requirements. The primary goal is to support US energy security stakeholders by providing critical analysis of leadership changes, policy directions, and regulatory environments in the specified Latin American markets.
